Abstract: Analyzed in this paper is the forming process of Intelligent Transport Systems
(ITS) that involves the advance of Science and Technology, the developing of methodology, the
technical base of ITS was well as the developing process of traffic control systems. The
inexorable tendency of ITS has been pointed out in future transportation systems. .Author's
understanding of "intelligent" is alse introduced.
