摘要： 论文论述我国公路交通“十五”发展的思路和发展框架.论文对编制“十五”规划，要体
现规划的战略性与宏观性，规划要体现建立和完善我国综合运输体系的要求，规划要从提高公 路运输整体、服务和综合效益水平出发;规划要体现国家政策的导向性，为进行“十五”规划提出了规划的思路。

关键词: 公路交通规划, 综合交通运输体系, 综合效益, 整体性与战略性

Abstract:

This paper describes Chinese highway transport in the10th5 -year plan,including
the strategy and macrocosm of the plan, the requirement of a perfect and comprehensive
transport system; the entire service and comprehensive benefit of the highway transport and the
guidance of the state policy as well.
