摘要： 详细分析了上海承办“2010年上海世博会”城市交通面临的压力.上海城市交通将采取的“4321”工程，即采取的4个策略区、3条链形成完整的串通，保证两种状态(正常状态、非正常状态)的正常进行，上海交通战略的“转、平、散”的1个方针，以及上海交通信息化工程的进程等.通过采取科技手段和科学的交通组织管理，保证世博会的顺利进行.

Abstract: Shanghai is under the pressure of traffic problem due to the“2010 Shanghai World Expo”.Shanghai will take “4321” project, which includes four strategies, three chains to ensure traffic normally work in two states, normal states or abnormal states, and one flexible policy of the traffic strategy in Shanghai. Shanghai will keep the world expo well run via technology instruments and traffic management.
