摘要： 在广州市智能交通系统的逐步发展和完善过程中，由政府主导建立起智能交通系统的配套保障体系，使政府、企业、科研机构在研发智能交通系统过程中各司其职、各尽其能，是实现智能交通系统不可或缺的重要前提条件.本文针对广州市目前智能交通系统的发展现状，提出了完善其配套保障体系的几项建议，该建议将为广州市“十一五”智能交通系统的发展提供了更完备的体制环境，也为我国其它大城市智能交通系统的保障体系建设提供了较全面的参考范例.

Abstract: During the step-by-step development and perfection of ITS in Guangzhou, it is an indispensable precondition that an auxiliary facilities for ensuring the smooth operation of ITS be set up under government’s leadership to coordinate the government, enterprises and research institutions in developing ITS. The paper puts forward several suggestions to improve the auxiliary subsystems on the basis of the status quo of the ITS of Guangzhou so as to provide a better systematic environment for the development of the ITS and an example for reference for other big cities’ ITS construction.
