摘要： 国际上最新发展起来的全球价值链理论，为研究当前经济全球化过程中发展中国家如何参与经济全球化并在其中实现产业升级，提供了有用的分析工具和方法。本文对嵌入全球价值链的电子信息产业链以及全球价值链下的电子信息产业升级等诸多方面进行了概括性探讨，分析了不同产业升级方式下的一些内在行为和外在表现。最后，基于我国在全球电子信息产业价值链中的地位，提出了全球价值链下的我国电子信息产业升级战略的政策与建议。

Abstract: The theory of global value chain can provides a value analytical tool and way that the developing countries how to realize industrial upgrading after access to economic globalization. This paper explores local industrial cluster embedding in the global value chain and IT industrial upgrading under global value chain. It discusses the internal and external performance of the industry under different updating modes. Then, it put forward some constructive policies and measures on how to develop IT industry upgrading based on the problems faced by our country’s local IT industrial cluster embedding in the global value chain.
