摘要: 地理信息系统、卫星和无线通讯技术的先进性使得车载通讯成为现实,它可以用来对自然灾害和突发事件作出有效快速的反应。本文探讨了一个以地理信息系统为基础的地震预警软件包,即“南加利福尼亚州地震监视眼(SCE)”。地震监视眼是SCE紧急事件防御系统的核心模块,可以对地震的波面进行评估,并通过卫星或者车辆内部无线通信技术提供给人们(包括行驶路上的人们)地震预报。本文探讨的地震监视眼由两个因素分支组成:地震模拟和外界运用。地震模拟编译已记录的地震数据和实时数据流,通过TCP/IP协议与外界进行实时连接。外界运用系统包含地震数据处理服务器,实时跟踪服务器,视角客户应用程序,它可以显示从地震中心到外延地区的实时波振面。

Abstract: The advancement of GIS, Satellite and wireless communication technologies has made possible the consideration of inter-vehicle communication as a foundation for effective emergency response of natural disasters and unexpected events. In this paper, we discuss a GIS-based earthquake warning software package called Quake-View for Southern California Edison (SCE). QuakeView is the core module of the SCE emergency preparedness system. It estimates wave fronts of earthquakes and inform different groups of people (including people driving on roads) of incoming earthquakes through satellite and/or in-vehicle wireless communication technologies.
Quake view consist of two primary components: the earthquak simulation and the application environment. The earthquake simulation compiles records earthquake data and streams the data, in real time, into the application environment through TCP/IP connections. The application environment contains the earthquake data processing server, the real-time event-tracking server, and an ArcView client application. It displays real-time wave fronts that move outwards from the epicenter of an earthquake.
