摘要： 道路交通意外损伤一直是儿童意外损伤的主要原因之一，如何在最大的程度上给予儿童交通安全保障是世界各国所关注的课题，许多专家和学者从儿童交通安全教育角度进行了研究和探讨，但这并不能从根本上解决问题。如何建立包括管理、教育、科研等软、硬件结合的儿童道路交通安全保障体系是本文探讨的问题。并希望该体系能够从国家规制上实现根本的、长远的建设，使儿童在成长过程中，逐渐形成良好的交通安全意识和行为习惯，为彻底地改变全民交通安全意识储备力量，最终达到消除交通安全隐患中人为因素的总目标。

Abstract: Road accident injury is often regarded as one of the main reasons of child accident injuries. How to provide the children road safety protection is an important topic the whole world concerns about. Many experts and scholars have made study and research while this problem can’t be solved on the whole. How to set up a protection system which includes management, education and scientific research, etc. is a core of this paper. The authors hope this system can be built on the base of national rules and regulations, helping children gradually form good traffic safety awareness and behavior habits, keeping knowledge and abilities to change the traffic safety awareness of Chinese, to the general aim of getting rid of the human factors in traffic accidents.
