摘要: 交通影响评价工作于国内几大城市相继立法,它对城市土地利用与城市交通系统协调发展具有推动作用。交通影响费在交通影响评价基础上衍生,它是指向开发商征收因其开发项目而增加的全部或部分交通基础设施建设和改造费用。本文认为交通影响费的构成主要包括交通改善费用、交通拥挤补偿费及交通事故成本,并研究了交通影响费各构成部分的计算方法,提出了征收TIF的临界负荷度建议值。文章对于未来有关交通影响费的法律法规的制定具有决策参考作用。

Abstract: In some large domestic cities, the law policy of Traffic Impact Evaluation has been put forward, which promotes the harmonious development of urban land usage and urban traffic system. Traffic Impact Fee (TIF) is derived from Traffic Impact Evaluation. It is an additional part of traffic infrastructure construction and reconstruction for a new project. In this paper, TIF includes traffic improving fee, traffic compensation fee as well as traffic accident cost. This paper also studies the calculating measure of TIF’s constitution and the critical V/C value, which is helpful to the establishment of regulation and legislation of TIF in the future.
