摘要： 研究交通流的本质特性是交通规划理论中基础性课题，本文在严格定义各基本概念的
基础上，采用数理方法，论证了OD流的非完全可观性，并进一步论证了由非真实的OD矩阵出 发亦可对交通量进行正确的预侧.以此新观点为基础，可以从本质上简化交通规划过程中的数
理规划方法.

关键词: 交通规划, OD流, 新观点

Abstract: It is very important to study the basic characteristics of traffic flow in transport
planning theory. Based on a series of strict definitions, this paper analyzes the non-complete
observability of OD metrix on mathematics. It also demonstrates that it is possible to get a
satisfactory prediction based on some non-practical OD metrix. Some simpler procedure has
thus been drawn from these theorems.
