交通运输项目决策中综合评价方法及应用

摘要: 交通运输项目涉及多种不同运输方式,而各不同运输方式的评价方法又各有特点.为了避免重复投资,适应国民经济综合发展战略的需要,将各不同运输方式的项目放入同一标准体系中进行综合评价和比较.基于上述原因,文章提出了一个多指标体系综合评价方法.该方法首先在总结前人工作的基础上建立综合交通运输指标体系,将不同运输方式纳入同一体系;然后将各定性、定量指标量化,并用上限效果法、下限效果法、或额定效果法对量化指标做无量纲处理;同时利用AHP法得到各指标的权重.对上述数据进行汇总,得到各方案综合值,以此为依据进行方案决策.文章最后给出算例,利用本文提出的方法进行计算,并分析计算结果,验证了所述综合评价方法的可行性.

Abstract: Transportation project involves in many different transportation modes that have their special characteristics. An integrated evaluation method should have a common index system in order to evaluate different transportation modes for avoiding re-investment and adapt the requirement of national economy. considering about the reasons above,the paper raises a feasible integrated evaluation method including index system establishing, indexes transacting, the index right distributing, and righted value integrating. At last,the paper gives an example to verify the fesasibility of the integrated evaluation method through calculating projects and analyzing the results.
