摘要： 为保证高速公路收费费率的公平性和合理性，并达到预期收费目的，文章科学地、系统全面地指出了收费标准的调整时机，同时就交通量、收费系数、资金来源等因素进行详细分析和说明，并概括阐述了具体实施时的有关事宜.

Abstract: In order to guarantee the justice and rationality of rates and
achieve the anticipative objective, this paper indicates the adjust occasion of the charge standard scientifically, systemically and roundly. Synchronously the paper puts up detailed analysis on factors of some aspects，such as traffic flux, charge modulus，fund source. Also the paper synoptically illuminates the matters concerned of material practice.
