Abstract: The academic thinking and his clarification for systems science as well as management science of Academician Xuesen Qian are emphasized in this paper, and the insight
into analysis on how to develop the methodology of management science in China under the guidelien of Academician Qian’s academic thinking is given in this paper as well. Furthermore,
the following topics are discussed in detailed: 1 ) promoting the people’s recognition for management science; 2) the roles of systems engineering in management; 3) encouraging to
solve the problems in terms of political mechanism; 4) promoting the combination of natural science and social science; 5) developing the management science according to the actual situation of China.

摘要： 着重介绍了钱学森院士的学术思想及他对系统科学、管理科学的重要论述,论述了在钱学森院士的学术思想指导下，对如何建立中国的管理科学的途径做了深刻的分析，以倡导和提高人们对管理科学及系统工程在组织管理方面的作用和认识，他提倡要从系统上整体上考虑和分析问题，推动自然科学与社会科学结合以及如何坚持结合国情实际发展管理科学等都作了详细论述.
