Abstract: In this paper, two parallel world wide tends of transportation systems are pointed out: Integrated Transportation System, Intelligent Transport System. The necessity of Integrated Transportation System is discussed. The connotation of Integrated Transportation System should be understood as follows: for optimizing of transportation resource, for integrating of travel demand management, and for including of total processes of transportation systems. The extension of Integrated Transportation System is presented. The paper focuses on the two problems: the relationship between Integrated Transportation System and ITS, the relationship between ITS and Traffic Engineering. The perspective which the non-technical factors should be separated from ITS is presented.

摘要： 指出了一体化交通系统是与智能交通系统并行的世界性的发展趋势，论述了交通系统一体化的必要性。提出了从三个方面理解一体化交通系统的内涵:交通系统的一体化是对交通系统资源的整体优化，交通系统的一体化是对交通需求的统一管理，交通系统的一体化体现在交通运输的全过程。指出了交通系统一体化的外延。重点讨论了两个问题:一体化交通系统与智能交通系统的关系问题，ITS与交通工程的关系问题。提出了把非技术范畴的因素从ITS中分离开来的观点。
