    The theories and methods of developing transportation during the planned economy system were played a role in the particular time and economic environment, but the market economy system is very different from the planned economy system. It is necessary to develop the new theories to make the guide to deal with the transport and economic development after entering into th e market economy. It is very important for set up the theories system of transport science according to market economy theories. The applied theories of the transport field should be set up on the substantial phenomenon of transportation, to give the hypothesis using the economic theory,and then will suppose to explain the transport areas, forming the transport theories in order to guide and establish the theories system of the transport in China.

    Urban traffic flow information integration is one of the important ITS components, which may connect and fuse kinds of traffic operation systems as a broad information platform. Bocom Group and Tsinghua University together achieve "Urban Traffic Flow Information Intelligent Centralized-Distributed Integration Solution",which studies deeply the function demand and the technology orientation of traffic flow information, constructes intelligent distributed traffic information platform based on MAS (Multi-Agent System) technology, and provides full traffic flow information integration solution from the levels of information collecting, processing and distributing. This solution adopts advanced technology and owns strong practicability, successfully applied in Shenzhen, and well being extended to other cities of our country.

    This paper accounts for the concept and configuration of intelligent transportaion systems, and then shows our country’s reserachful actuality of intelligent transportaion systems and advanced traveler information systems in ITS. It introduces GPS, GIS and trunking communication system, and then expatiates the developing model of advanced traffic information systems in our country,i.e. GPS is selected to automatic vehicle location, GIS is choiced to operational platform of transportation information center, and trunking communication system is used to communication methods. It is considered that this model will be the best one on ATIS.

    A Study of Route Choice Behavior of Drivers Based on the Evolutionary Game under the Condition of Traffic Flow Guidance

    The traffic flow guidance is a game process, during which every driver is continually ameliorating his strategy in order to get more benefit. Accordingly, the self-organization happens between marco-structure of the traffic flow guidance and the micro-activity of drivers. The evolutionary process of trffic flow guidance is analyzed using evolutionary game and the evolutionary model of route choice behavior of drivers is proposed and analyzed in order to provide theoretic support for guidance strategy in this paper.

    China is facing unprecented opportunity and challenge in its traffic development. Based on analyzing the problem of transportation system in China, this paper study the necessity and urgency of ITS development strategy. Guided by the system thought, the methods and the route of making up the development strategy of ITS in China is pointed out, and the key problems which need to be solved are put forward, covering the relation between traffic and social economy, development of ITS at home and abroad, and development strategy of each transportation mode.

    Informatization construction is an unprecedented project, so examining the implement of developing program termly is around the corner, besides, based on the questions occurred during the examinations, the program should be emended regularly to guarantee the successful achievement of developing program in informatization’s 10th Five-Year Plan. The national research on evaluating informatization in parent is concentrate on the estimation of social informatization. According to the analyses on evaluating work of informatization, midterm evaluation index and evaluating project of industry informatization construction is discussed, and using CAAC as an example,a midterm evaluation project of industry informatization construction’s 10th "Five-Year" Plan is given.

According to the principle of system analysis and coordination, a method about fuzzy line control for multiple intersections is proposed. The system is made of two control units, one is the basic control unit for every single intersection, and the other is used for the function of corresponding with the system.

    On the theory of optimizing the social surplus, congestion pricing equals to the social marginal cost of the corresponding link over urban road network. The strategy of congestion pricing might trade off the effect of external diseconomy caused by network congestion, and the price of congestion is tantamount to the difference between social and private marginal costs. The implementation of congestion pricing brings to the maximization of social surplus, but leads the loss of users’surplus and causes the problems in social equity.

    On Calibration of the Gravity Model During Traffic Forecast

    Gravity model has been widely used in traffic forecast due to its simple framework and maneuverability. Generally, a calibration process is necessary before any gravity model is to be applied in practice. This paper reviews the calibration methods of gravity models, such as the least-square regression and trial-and-trial method, and their tests such as the T-test. Through case studies with various methods, the author identifies the differeces among calibration methods and their applicability as well. Based on analysis to the traffic situation of China and the characteristics of the models, the paper advances some measurements for their improvements in practice and finally concludes the application of the gravity model.

    A Study of Link Travel Time Function During Incident on Urban Expressway

    This paper analyzes link travel time during incident on urban expressway, and presents the functions of link travel time. The function of link travel includes four parts when the traffic demand upstream exceeds the capacity at bottleneck. The focus is on calculating the vehicle running time upstream bottleneck and the delay time at bottleneck, and a traffic flow wave theory is used to calculate queuing length and the number of queuing vehicles. It gives a theory foundation to design emergency rescue system.

    In this paper, two parallel world wide tends of transportation systems are pointed out: Integrated Transportation System, Intelligent Transport System. The necessity of Integrated Transportation System is discussed. The connotation of Integrated Transportation System should be understood as follows: for optimizing of transportation resource, for integrating of travel demand management, and for including of total processes of transportation systems. The extension of Integrated Transportation System is presented. The paper focuses on the two problems: the relationship between Integrated Transportation System and ITS, the relationship between ITS and Traffic Engineering. The perspective which the non-technical factors should be separated from ITS is presented.

    This paper tries to explain the relationship between the transportation industry and economic growth. In fact this research is a part of the issue related with division of labor in economics, and is a fundamental problem of economics. There is no deep research in the interaction mechanism between division of labor among industries and market scale until now, in the mechanism of how institutional arrangement push the development of transportation industry, and in further problem about increasing return. In tradition economics, there is no theoretical frame for analyzing the internal mechanisms among economic growth, transportation infrastructure, and institutional arrangement. This paper based on the facts of American economic growth in the 19 century, which are the institutional arrangement induce the development of transportation industry, then which industry induce economic growth, and economic growth further benefit the development of the transportation industry, to probe the above theoretical problems.

    The paper highlights the importance of the reliability of transportation network such as connective reliability, travel time reliability and capacity reliability and so on, which acts as a measure of the level of service of transportation network. Connective reliability involving connective and dis-connective is the basement of reliability of transportation. In recent years,congestion happens frequently and randomly, travel time reliability and capacity reliability are taken into account in the system condition estimation. This paper pays attention to analyze these indexes such as connection reliability, travel time reliability and capacity reliability and bring forward some topics deserving study.

    Based on an investigation of the process of freight transport in China railway, this paper analyzes the change laws of forwarding times of freights. By applying the regression analysis methods and the estimation theory of reliability, we have obtained regression equations of forwarding times, and a method of forecasting transit time is put forward according to the equation. The conclusion of this paper are the base of defining rationally the forwarding time.

    From the point of view of post-evaluation and by the means of contrasting the planning result with the reality, this paper discussed the rationality of the arterial highway network planning of Shannxi Province from the aspects of prospective development,scale prediction and construction arrangement etc. What is more, according to the result of the post-evaluation, the reason from the planning itself has been analyzed and the experiences has been summarized in the paper that could be referenced in later highway network planning to make it more scientific and more efficient.
