    By employing historical, comparative and logical methods and briefing the course of railroad development at home and abroad, the article argues that the guiding principle on the reform of state-owned enterprises addressed by Comrade Jiang Zemin is correct through. The article points out: after the ups and downs in the global railroad community in the past century, joint-stock system, besides maintaining its original function in raising money, demonstrates vitality and energy in optimizing the allocation of resources among railroad enterprises, promoting economic returns and strengthening competitive power of railroad enterprises. Although joint-stock system didn’t yield perfect fruits in Old China’s railroad community, it still stands to be good to attempt to explore the way for multi-channel investment.
    After analyzing the new situations and characteristics occurred in current Chinese economic and social development,the article points out: basic national conditions, geographic characters in different regions, the imbalance in economic development between regions, the difference in the adjustment of economic structures and the severity in the structures of energy and consumption decide that railroads in different regions are faced with different challenges and opportunities, that different regions have different subjects of passenger and freight, that railroad would still play a key role in the process of China’s industrialization and urbanization in 21th century, that it is complicated, urgent and stable to explore the way to reform in the railroad community that conforms to our national conditions, that the variety of railroad performing mechanisms in different regions,in different forms and by different methods. To carry out joint-stock system meets the requirement of building the system of modern enterprise, which is a realistic and effective way to speed up the development of Chinese railroad in the new century and could produce results in many aspects.

    General Plan of China Railway Intelligent Transportation Simulation & Test Base

    In order to verify Railway Intelligent Transportation System(RITS) architecture, test the key technology of RITS and improve, develop, apply RITS, the minimal comprehensive railway intelligent transportation simulation test system is proposed and constructed in the national railway ring test base based on the six serve units of RITS such as the intelligent operation management, the intelligent train control and dispatch command, the advanced railway safety monitoring, the advanced railway transportation resource management and maintenance, the comprehensive serve and intelligent guild for clients, the railway e-business, which are involved in the key taches of railway transportation. The general plan including the requirement analysis, construction purpose, function and target, innovation points of RITS, construction principle, contents and general framework is researched and given. It will play an instruction and reference role in the design and construction of RITS simulation & test base.

    On the basis of the concept of geographical information system(GIS), geographical information systems for transportation (GIS-T), the development history of system architecture of GIS, the architecture of GIS-T is designed based on Brower/Sever. The functions of GIS-T are also designed, which include four parts of function components: data input, data management, spatial analysis and system maintenance & data refreshment. The application interfaces of GIS-T are also designer. The result demonstrated our designed GIS-T is reasonable and practical. The design of GIS-T has been used in the project of Lanzhou ITS. At last, the imperative problems in GIS for ITS are provided.

    The basic concept of Map-matching is introduces in this paper. To get navigable digital map database, the arc-oriented database structure based arc-, node- and index- file is created. Together with distance, direction and connectivity factors, the confidence level of map-matching is defined on the basis of analysis of map-matching method for the arc-oriented database. The analysis of map-matching block diagram and simulation are given in the final.

    A Stochastic User Equilibrium Model under ATIS and Its Evolutionary Implementation

    In a road network served by advanced traveler information system (ATIS), commuters will select their routes and departure times through comprehensively utilizing previous knowledge on traffic condition and current information from ATIS. In this paper, we divide all commuters into two types, namely optimism and pessimism with different attitudes toward ATIS service, and study their travel time determination. Then we formulate an expected perceived travel time function that will be used as personal knowledge in the next round route choice, and investigate its properties. Finally, we propose an equivalent mathematical programming that for each time period realizes the logit-based stochastic user equilibrium route choice with expected perceived travel times.

    Because of rapid development of expressway and vehicle technology, vehicle fleetness transportation brings prodigious social benefit and economic benefit. But unsafe factors of vehicle over-speeding on expressway should not be ignored, daily occurrence of traffic accidents make huge harm for human life and property. This paper presents impacts of over-speeding to driver driving patterns, vehicle performance, and kickbacks caused by over-speeding. Driver should select moderate speed based on various vehicles to ensure traffic safety and improving transit capability.

    Congestion pricing, an important element of TDM (Transportation Demand Management), has been key content of traffic economics. This paper reviews the history and late studies of congestion pricing theory, points out the research directions, analyzes the application effects in practice, puts forward advices of pushing congestion pricing policy in China. The practice of congestion pricing indicates that the policy is very effective in controlling traffic flow, and the key to make congestion pricing more feasible is how to gain public support, which will be the basic and difficulty of pushing the policy in large and medium cities of China.

    New Developments in Research of Air Suspension Trains

    A brief review of the history of the studies and existing problems of air cushion trains in high-speed railway transportation is given. A new concept of air suspension train by using train legs instead of wheels in air film suspension high-speed track transportation in our country is proposed on the basis of the results of many experiments. The article gives details of technical proposals of air suspension trains and a summing-up of the developments and manufacture of air suspension trains nowadays, including nine new developments in, such as, the argumentation of the feasibilities and practicability of such trains, theoretical explorations, organization of documents, operation experiments, and others. And, compared with TGV, magnetic suspension, airplanes, and air cushion trains, air suspension trains have no doubt the greatest priorities in commercial compentition, safety, low energy consumption and price. At last, a predicted market demand of these trains is made. With further trchnical developments, air suspension trains will become hotspots in transportation constructions in different countries and have a promising foreground in markets.

    This article firstly gives brief introductions to the main problems in Beer Game and then points out that the reason of causing Bullwhip Effect is the lack of an overall system plan. MATLAB(r) is a kind of interactive software to help carry out science and engineering calculation. This article makes an attempt to explain Bullwhip Effect by mean of MATLAB(r)/Simulink(r) and to make science anlysis in logistic system so as to improve the modern logistic management, which is characterized by computer technology.

    Location problem is a major part of planning for distribution system. However, most of the available models for location take all nodes in the network as a same one. One single model couldn’t be competent for a system consisted of distinct areas and nodes. An idea, so called Layered Planning is put forward in this paper, which may remedy this shortage and enable more tight relations among distribution network, logistics strategy and local characters.

    While the freeways increase so fast in China, a large amount of over-loaded trucks lead to sharp decreasing of the freeway lifespans and serious destruction of the pavements. Meanwhile,traffic congestions occur frequently and traffic accidents increase so rapidly on freeways. The systematic and comprehensive concepts and methods should be taken to solve the problems. Based on the composition, subjects and methods of road traffic management, the paper discusses the serious problems on freeways and gives some suggestions.
