    This paper analyzes the problems that lie in the science and technology development and innovation in our county on the base of current condition. Combining with the historic development of the developed countries, it also analyzed the keys to implement the strategic breakthroughs in 21 century for China. The author put forward the scientific assurance aim of constructing a relatively rich society in the middle of 21 century in China while forecasting the tends of the global science and technology in the future.

    Case Study of a Ramp Metering Scheme in Southampton

    Ramp metering first installed in Chicago in 1960s is now widely employed in North America and European countries to release motorway traffic congestion and incidents. This paper reports case study results of a ramp metering system (using ALINEA control strategy )in Southampton, UK.
    The detailed survey data recealed the potential impacts of a ramp metering system to merge traffic, to mainline motorway traffic,particularly those in pre-merge area of mainline motorway lane 1. Based on the case study, it is believed that ramp metering does improve merging condition of traffic from slip road, but may also cause minor reduction of flow and speed of mainline motorway traffic up and down stream of the metered junction during the metering time.

    Based on the situation of Chinese Traffic and Transportation, the paper systematically anayzes the possible changes on transportation from the development of information technology. From the ITS development of the world and China, it introduces the achievements in transportation by Chinese government in the ITS construction, such as institutes, investments, standard studies and the demonstrating engineering projects. The paper finally advances some concrete targets and strategic measures on promoting the development of ITS and also the prospects in the coming five years.

    It is important to construct intelligence transport system to solve current traffic problems. In some developed countries, such as America, Japan, and some countries in Europe, tremendous progress has been made in ITS field. We can’t deny the research of ITS is still initial even our government and many scientists pay much attention in this field, and do a lot of work in recent years. The system architecture is presented on the basis of international ITS research. The author analyzes the traffic system with system engineering methods,and provides the operable measures based upon the national situation. The system can bring forward the best scheme with the technology of data mining and artificial intelligence to control the traffic system and sudden affair,and assist the decision-maker. With the mature process of ITS, the traffic system will become a efficient, steady, controllable system.

    Determining the Efficient Paths in Stochastic Traffic Assignment

    This paper compares three different types of network paths which are used in stochastic traffic assignment, and presents a new method for implementing stochastic assignment excluding all cyclic flows. The paper further redefines the concept of efficient paths and develops a heuristic to create efficient paths by utilizing the iterative process of solving deterministic user-equilibrium assignment. Numerical results are presented to validate the proposed approaches.

    Firstly the link-node model of the traffic assignment problem (TAP) is introduced. Then we formulate that an equilibrium route flow solution to the link-node model is not unique in general. In order to hurdle this limitation and meet traffic engineers’ need for the data of the equilibrium route flow pattern, a method is given for finding unique route flows with the maximum entropy model.

    Intelligent schedule of traffic vehicle is a typical problem for public traffic vehicle’s intelligent dispatch. It can be described as finding the best or close to the best alternative among all the schedule methods that can meet the restricted condition with limited calculation processes through a certain intelligent arithmetic. The author has special management to each operator of the Genetic Algorithm and made a great deal of trials according to public traffic schedule’s features. Results show that the Genetic Algorithm is effective for solving the problem of public traffic vehicle’s schedule.

    On Levels of Service of Railway Facilities Based on Capacity Utility

    Human being is the most important factor in evaluating the quality of transport service. This paper analyzes the meaning of service quality of railway transportation systems. A new methodology is advanced to appraisal the capacity utility for railway facilities both on railway sections and stations. Based on the definition of railway LOSs, the paper constitutes the modeling of the capacity for railway facilities. Horizontal and vertical abundances have been advanced to describe the affection of facility utility on railway LOSs. Four LOSs and their theoretical evidences have then been defined to evaluate the corresponding facility utilities with considerations to railway loading, delay and restoration possibility. Finally, the authors takes the North Zhuzhou Station as an example to analyze its capacities and applications of equipments. A series of measurements have been suggested to improve the operations of the stations to better fit market environment.

The showed information and latent information in a small amount of data can be developed and utilized fully, complicated correlativity is abstained, the discreteness of originality data is overcome, the high-precise predicted result is received. This paper takes the short-term forecast according to the roadfreight quantity and turnover quantity in shandong province and examines the forecasted result with the methods of posterior check.

    A Study on the Motorcycle Traffic Problem and Solution Methods of Foshan City

    With a great deal of real traffic data obtained from; Foshan City, this paper illustrates that motorcycle traffic problem has become one of the main reasons to restrict the traffic sustainable development. The vehicle composition in the future decade is predicted according to the current situation of the traffic infrastructure. Furthermore,the paper presents a three-step solution scenario. Firstly, enhance the motorcycle management and adopt a preliminary restriction strategy; Secondly, make out the reasonable urban traffic management planning and give priority to develop the public transportation; Thirdly, restrict the development of motorcycle ownership and clamp down on it eventually. Finally,the critical problems in each implementation step are also presented in this paper.
