    In the past twenty years, China has made great performances in the fields of transport infrastructure construction, which depends on our active transport investment and financing policy. How to widen our capital sources in the phrase of transport is a vital task after China entering WTO. In this article we retrospect our government commitments to WTO and analyze the effects on investment and financing policy, then discuss the trends of investment and financing policy in the phrase of transport.

    How to realize the sharing and exchanging of information from different institutes and different regions becomes an important problem during the construction of common traffic information platform in China. In order to satisfy ITS developers’ requirements on data management mechanisms and criterions. ISO/DIS 14817: Transport information and control
    Systems-Requirements for an ITS/TICS central data registry and ITS/TICS data dictionaries is proposed. The main purpose of ISO 14817 is to provide a data management mechanism to enhance the ability of sharing traffic data among ITS/TICS institutes as well as applications.
    In this paper, the requirements of China’s current construction of common traffic information platform towards central data registry are analyzed, the main ideas and contents of ISO 14817 are introduced, some application cases of central data registry in related foreign systems are presented, and the works that should be developed urgently in relative areas are put forward.

    A Theoretical Approach to Optimizing Offsets of

    Traffic signals on urban arterials and in grid networks operate in coordinated systems to provide for smooth progression of major traffic movements. In the past decades, continued efforts have been made to the research and development of coordinated traffic signal control strategies. The models and systems that have been developed include both the off-line models such as TRANSYT and PASSER, and on-line systems such as SCOOT, SCATS, UTCS, and the latest RT-TRACS, which is a framework still under development. Despite the availability of so many models and systems, all of them have been designed by using heuristic algorithms to optimize the signal offset. On the other hand, most of existing theoretical methodologies for optimizing the signal offset are deterministic in nature, which ignore the stochastic variations o# vehicles. The lack of a sophisticated theoretical basis in the state-of-the-art for optimizing the signal offset has significantly limited the researcher’s ability to evaluating existing models and systems in an objective manner. This paper presents a stochastic process- based approach for determining the optimal offset of two adjacent traffic signals for one directional traffic flow, which minimizes the average total delay and/or average total number of stops. By using the probability theory and queuing theory, the proposed approach incorporates both platoon dispersions and the stochastic variations of the queue at the intersection. A computational algorithm for determining the optimal offset is presented. With a possible expansion of the proposed algorithm to more complicated scenarios, it has a high potential to be incorporated into existing models or systems for both evaluation and implementation purposes.

    Integrated Positioning System is an important part of Intelligent traffic system, The electrical technique, signal processing method, filtering and data fusion are applied in it to get continous and reliable positioning data. The system need collects many sensors data, so we design Time-Petri net with feed back to get accurate singal sequence and monitoring the possible soft-error on real time. It has great contribution to the reliability of software.

    This paper introduces several methods to depict the relationship between flow and occupancy, as the indicator of traffic status changing with time during one-day, and presents their correlation with microwave detection data. It points out that during rush hour or congestion hour, the correlation of flow-occupancy is different from other periods significantly. Moreover, by the definition of traffic congestion hour or period, different from traffic rush hour, the capability of identifying traffic status increases.

    This paper presents a new hybrid intelligence algorithm for automatically detecting ft-way incidents, which employs fuzzy clustering and RBF neural computing technique. An improved OLS (Orthogonal Least Squares) selection algorithm for training RBF neural networks is also proposed. The simulation results illustrate that the improved OLS selection algorithm accelerates the training of the RBF neural networks substantially and it need not to decide the number of RBF centers in advance. The satisfactory performance can be achieved by using this algorithm in freeway incidents detection.

    The paper first analyses the requirements and the characteristics of railway freight cars management in marshalling stations, and studies the existing problems and possible improvements on information sharing and integration among the management of freight car system by considering of the progress of computer technology. Based on the practical application of YIS at Xianfangbei marshalling station, it advances the ways to enhance the efficiency of information usage, optimize the statistical analysis and normalize the processing foe traffic accidents. An operational scheme has also been put forward aiming to higher performance and better transport service for marshalling operations.
