    Discussions on Some Strategic Issues in Chinese Railway Development

    Based on the characteristics of the development of China economy and transportation ,this paper analyzes the situation that China railway is facing. From the viewpoint of system reformation and technical services, the paper discusses the measures and their effects that railway departments have applied to enhance the competition of railway enterprises, and advances strategies that railway would adopt during “Ten Five”period in order to realize better construction of railway networks, improve the railway service quality, speed up the information system construction and prompt the application of technical innovations and operational reformation.

    Intelligent Railway System (IRS) belongs to the research area of rail traffic in Intelligent Transportation System (ITS). Many Chinese experts and scholars are studying the intelligent transportation system including IRS and many achievements have been gained. In this paper, the development of Intelligent Transportation System (ITS) and the research about Chinese Intelligent Railway System (CIRS) is presented. The basic formations and the general structure frame of CIRS is also discussed. At last, the key techniques of CIRS is discussed. The desire about CIRS in this paper can be consulted in developing Chinese Intelligent Railway System.

    To solve the serious problem of traffic security, this paper develops urban traffic emergency management system with the proceed-oriented method. According to this method, this paper analyzes the function of the system, then establishes the chart of its data stream, and seperates the system into five modules, then details each module by setting up its logic tree, at last gives the network structure of the system. The framework of this system discussed in this paper will benefit to its application in practice.

This paper introduces the necessity and urgency of building dynamic information system of real-time traffic Data on road network, and put forward the whole architecture of the system in Beijing, covering the conception, basic structure, technical requirement, and the consruction engineering of the system, which relate to information collection subsystem, processing and analying subsystem, imformation issuing subsystem and the comprehesive synergia of the whole collectivity.

    In the travel assignment models, the volume of the traffic flow passing a route, link and node and size is proportional to the probability of choosing that particular route, link and node in OD matrix. This paper summarizes Dial assignment model and its properties that are associated with the attributes with the attributes of a logic choice model. On the basis of weight concepts and probability principles, the probabilities of choosing route, link and node have been derived as analytical formulas with node-pair weights.

    This text demarcates the space of black-spot cause of formation by using the fuzzy c-demarcation space method; and the fuzzy demarcation matrix and the clustering center of each character index of the causes of formation are determined using fuzzy clustering method of ISODATA and then the clustering analysis of the black-spot causes of formation is proceeded. The effect of fuzzy clustering is assessed by using demarcation quotiety and the average fuzzy entropy of the demarcation.

    Based on analyzing factors that affect service level for urban roads and the fuzzy attribute of factors and assessment index, a fuzzy comprehensive assessment method of service level for urban roads is proposed. A fuzzy comprehensive assessment model is built in this paper. The efficiency of the model is examined through an example.

    The casuses and problems for "spring-festival-period trans- portation" are analysed in this paper, and countermeasure is put forward to solve these problems. The main points are distributing travllers flow reasonably, organizing conprehesive transportation, ensuring sequence and safety throughout the advantage of transportation system including railway, road, air and river.
    Contemporarily, some suggestion is advanced to program and develop the national comprehesive transportation system on the foundation of the four major transport system aforementioned.
