Abstract: Informatization construction is an unprecedented project, so examining the implement of developing program termly is around the corner, besides, based on the questions occurred during the examinations, the program should be emended regularly to guarantee the successful achievement of developing program in informatization’s 10th Five-Year Plan. The national research on evaluating informatization in parent is concentrate on the estimation of social informatization. According to the analyses on evaluating work of informatization, midterm evaluation index and evaluating project of industry informatization construction is discussed, and using CAAC as an example，a midterm evaluation project of industry informatization construction’s 10th "Five-Year" Plan is given.

摘要： 信息化建设是一个前所未有的建设工程，中国民航在“十五”期间投资60亿元推进民航信息化建设。因此迫切需要对发展规划的实施进行定期检查，并随时根据检查中发现的问题进行修订，保证信息化“十五”建设规划目标的顺利实现。目前国内对信息化评估的研究主要集中在社会信息化的测度，本文在分析现有有关信息化评估研究工作的基础上，设计了民航信息化建设中期评估指标体系和具体评价指标，使之达到可操作的层面。
