Abstract: The research intention of this thesis is to search channel of substitute, protect existing, static resource underground at the utmost, decease resource consumption extremely, finally touch the aim of zero consumption step by step, all of which are based on sufficient application of changing industrious solid rubbish into reborn resource that can be recycled. On the basis of deep investigation, analysis, calculation and research of comprehensive application concerning industrious solid rubbish, domestic and overseas, this thesis systematically carries out further research on origination, producing amount, comprehensive application amount, character, regularity and problems of industrious solid rubbish. In the meantime relative amount is predicted. In addition, all kinds of reasons of insufficient reclamation about solid rubbish are analyzed, whose partial nature of economic evaluation is pointed out in the meantime. On the further step, target system of economic evaluation is put forward and preliminary trial is taken theoretically. Finally, based on aforementioned research, made the following suggestion about improving comprehensive application efficiency of industrious solid rubbish. First, enforce the systematic control over resource consumption and comprehensive application of industrious solid rubbish. Second, settle the imperfection nature of economic evaluation of comprehensive application of industrious solid rubbish. Third, increase technology injection, realize economies of scale. Fourth, establish chain conception of resource comsuption and reclamation. Fifth, realize macro-management and control of government functional sector.

摘要: 论文研究目的是指在充分利用由工业固体废弃物转化为可循环的再生资源基础上,努力寻求替代资源的渠道,尽可能地保护既有的、静态的地下资源,使其消耗量最大限度地减少,直至逐步实现接近一次资源零消耗的目标. 论文通过对国内外工业固体废弃物综合利用现状进行调查、分析、测算,深入系统地研究了我国工业固体废弃物产生源、产生量及其特征、规律和存在的问题,并采用相关与回归分析法对 其综合利用量进行了预侧.另外,对于我国工业固体废弃物综合利用的效益现状加以分析,并对我国工业固体废弃物综合利用效益的指标进行探讨,指出其不完整性,进而提出效益评价的指标体系,在理论探讨上做了初步尝试. 最后, 在上述研究基础之上,提出对于提高我国工业固体废弃物综合利用效益的几点建议,第一,加强资源消耗与工业固体废弃物综合利用的系统控制;第二,解决我国工业固体废弃物综合利用效益评价的不完整性;第三,增加科技投入和实现规模经济;第四,树立资源消费与再生 利用的连锁观、系统观;第五,实现政府部门的宏观管理与控制.
