Abstract: This paper introduces the“Golden Shield Project”(GSP)，as well
As the relationship between GSP and the“Intelligent Transportation System” (ITS)from the viewpoint of the management of public security science and technology. And what’s more, in the light of specific conditions of the work of public security science and technology, views of constructing ITS in China
is clarified. In advance，the developing direction and the overall thought about the construction of the Intelligent Transportation Management System(ITMS) are raised.

摘要： 从公安科技管理的角度，本文介绍了“金质工程”，及其与智能交通系统(ITS)
的关系.并结合公安科技工作的具体情况，阐明了建设中国ITS的想法，提出了智能化交通管理系统(ITMS)建设的发展方向和总体思路.
