    My Viewpoints on Transportation Development

    Recently, Professor Qingyun Wang published a book titled“My Viewpoints on Transportation Development”. It’s an important academic achievement worthy to pay attention to in the transportation field. This book was published by Chinese Science and Technique Press. The book had been re-printed three times in less than 3 months, which is not so common. Since his graduation in 1982, Professor Wang has been working on the transportation development planning and policy in the National Development and Reformation Committee (NDRC, formerly the National Planning Committee). In the last 20 years,the transportation in our country has been transformed
    from planning economy to market economy. He has witnessed and directly participated the activities of practicing the decision in the whole process. As the present director of the Department of Traffic and Transportation in NDRC and the visiting professor of Beijing Jiaotong University and Nankai
    University, Professor Qingyun Wang pays much attention to the combination of transportation theories and practices. He usually emphasizes the opinions from the academic professionals in transportation decision-making, and also takes apart in various academic activities in the field of transportation. In his new book, he discusses incisively on the special subjects of some key issues,which are related to the construction of comprehensive transportation system in socialism market economy in China based on his long-term experience in planning of comprehensive transportation in our country. These special subjects include eight aspects as below, Look at the transportation development problem with a new development view; Transportation and economy development;Transportation planning; Transportation market theory; The reformation of transportation systems;The development of comprehensive transportation system; Transportation and physical distribution;Sustainable transportation policy. His analyses to these special subjects have important affects on some actual work,such as studying current transportation system engineering management theories and practice problem, pushing comprehensive transportation ’the Eleven Five Plan’ in our country
    and so on. In order to let everybody understand the essential points of this book, the journal publishes here some contenes of the first chapter of the book in two periodicals and hopes all our readers may understand some important viewpoints from the paper.

    The Demonstration Project of Beijing Comprehensive Traffic Information Platform is the basis to keep the cooperation and continual development of the ITS in Beijing. This paper reviews the achievements of this project, and outlines the fundamental orientation, construction aims, clients service, system framework, the processing status of the research and construction of the project and so on. As the Demonstration Project of the “the Scientific Olympics” project in the tenth five years developing plan of our country, this paper has done something useful on the research of the key technologies and the construction, which is also introduced in the paper.

    As an immature industry in China, Intelligent Transportation System (hereinafter referred as ITS) appears compound for its trans-regional, trans-industry and trans-department characteristics. Aiming at this industrial character, the paper points out that simply copying the existing modes of the science park will do no good and it will be better to combine the characteristics of ITS industry with current situation of ITS in China based on existing modes of the science park for references along with continuous innovation both in system and theory. Consequently, the industry
    group theory the industrialized theory and other theories concerned must be studied and taken into account in our effort to study and design the operating mode of the "small volume,multi-function and strong radiation" bases, and to explore the construction method of science park with low investment,high efficiency, wide influenced and flexible operation. In doing so,the theories and the practices of construction of Advanced Technology Science Park, as well as the establishment and the development of the bases of ITS industry in China, are improved.

    Considering about the development of Shanghai in the very near
    future,which requires ITS (intelligent transportation systems) to be improved in five aspects,the paper raises the objects of constructing ITS in Shanghai, which are as follows: Shanghai will build up an traffic information sharing platform for urban mass transit and become one of the convergence centers for transportation information in East China and even in the whole country. Besides,the urban transportation management in Shanghai will reach the advanced standards in developed countries. The objects are further specified into short 一 term, medium 一 term and long一 term plans. For these purposes,Shanghai will carry out ten major engineering projects,such as "Shanghai transportation information centers","Shanghai ITS engineering research centers" and so on.

    Firstly, the demand of ITS for Beijing Olympic transportation system and the need to develop the Olympic ITS are analyzed. Then through the learning about the basic conditions of Beijing Olympic ITS by analyzing the city’s overall economic condition, the paper does the research on the supply, demand and problems in Beijing Olympic system and forecasts the development of Beijing ITS. At last, the paper concludes that Beijing has the ability and basic conditions to develop Olympic ITS.

    This paper considers the facts that in ITS, promulgating of the traffic information is the ultimate form of the traffic information system, whereas the means of the promulgation are very limited and the content amount of the information are far from the needs at present, while applying the web will make the amount of the information plentiful. At the same time, geographic Information System can deal with, analyze, query and display the traffic information not only statically but also dynamically. Due to the reasons mentioned above, the combination of them will be an important direction of development for traffic information promulgation, which, now in china, has just begun. This paper applies the way of system engineering to study the principle, appliance and framework of this form of promulgation, and discusses a method that is suitable at the present time.

    Research on Function and Configuration of Highway Network
    — A Method Based on Merged Combination

    Most highway network shave not been classified from the viewpoint of its function. The paper divides the knots into five levels according to its functions based on the self-similarity of transportation networks. The stability of knots determines the stability of the network. The method of combination merges is used to get the demarcation standard of the classes of highway function. The functions are classified into two levels as stated in the paper. The mileage of the main highway on national level of our country is obtained by the diagram method. The paper also gathers the total mileage of highway, the specific weight construction of the circuit of each function class and the circuit of the main function class in the east and west region. With the analytical parameter of a, the difference between the east and the west regions is discussed and the meaning of this kind of difference is also pointed out. Making use of the relation among the main highway, the highway and freeway, the paper finally concludes the total mileage of the freeway required for national economic development.

    Considering about each individual model’s disadvantage in
    Zhang’s non - equilibrium continual traffic flow model, which are the model of phase A is not reasonable itself, although the model of phase B had some good properties,it is only the transition between phase A and phase C,
    and the model of the phase C is unstable,and the fact that these three individual model can’t be reunified, the paper uses the same method to present a unified model based on the existing theory. Then the stability of the model is discussed and also linear stability of the new model is proved. Therefore,at last it is verified that the unified model can reflect the properties of traffic flow.

    this paper introduces the application of foreign traffic simulation software named TSIS to solve and improve road network surrounding Zhongguangcun west zone in Beijing. Based on the comparison of the traffic characteristics abroad and in Beijing, the paper verifies that traffic simulation can be used in Traffic Impact Analysis. By receiving the animated simulation directly, the cause of bad traffic situation are found and the optimization scenarios are put forward. The simulation result is perfect.

    The paper analyzes some transit measure of urban roads’
    intersection including balusters,overbridges,signal equipments,tunnels and crossroads with AHP along with some related targets. Ensuring about the security of road transit, at the same time, the paper focuses on transit
    capacity as well as factors such as enforcement cost,compatibility with circumstances and urban landscape, and selects casualty reduce,economic loss minimum, urban landscape, enforcement cost and transit capacity as indices on the evaluation. AHP is introduced to set up judge matrixes, calculate the eigenvectors,and check up consistency by latent roots. The results are accepted only when consistency check are fulfilled. In the end, the paper gives a comprehensive analysis and evaluation of usual transit measure of urban roads’ intersection, and then provides a choice of schemes for the reference of related department.

    To some extent, railway enterprise shave been endowed with
    Price – making freedom by the government,which thus provides a rather loose environment for their new yield management practice. Due to the reasons above, in order to make full use of the regular unused sleepers on the trains,the foreign yield management theories in airline area are applied to the practical railway passenger transportation in our country. Advantages of the discrimination price,EMSR method and bid price method combined, a new seat inventory control model,which is called recondite-price method, is put forward. The results of a computing example show that among different pricing
    models,the new one can improve the bunk utilization efficiency, increase total revenue of network transportation, and proceeds more superiorly than the traditional bid - price method.

    Considering the practical in applicability of traditional four-stage transportation planning method on great railway lines, this paper analyses the characteristics of the railway corridor and reconstructs a serious of models to predict passenger transport demand of railway based on the background of the Beijing - Shanghai high speed railway. Some practical application results have been given to demonstrate their applicability. The paper also advances some conclusions in calibrating and validating parameters related to above models.

    Maglev Technology, a series projects have been promoted by exchanges between both parties. After the meetings,both parties discussed the progress of the Shanghai project and the German Maglev Project, including the cooperation of the safety authentication and the approval which supports the demonstration running of the Shanghai line, the noise contrast test between the TVE line and the Shanghai Maglev demonstration line,the comfort level of the Shanghai Maglev train, and the air dynamo test of trains passing each other from opposite directions. The bilateral cooperation and communication will be helpful for the construction of the Shanghai line and the development of the Maglev technology.

    The paper gives the price model based on game theory between
    Companies of different transport mode and the model of game between companies of the same transport mode. It also analyzes the results of the games. When the companies of different transport mode compete,they are sensitive for the price if their products diversities are small. With the advance of the products diversities,they are sensitive for the price. So the companies should attract the consumers based on products diversities. When the companies of the same transport mode compete, the transport price is the crucial factor if they give the same services. If there are too many companies in the market,they must reduce their prices successively and lead to virulent competition. The paper presents that the competition between companies should change the competition forms from transport prices to products diversities,qualities and services. The government should deregulate the transport prices, encourage the companies to implement technology innovation, to provide diversified products and to form muli一win company team among the companies.

    clients’ goods movement demands by making use of its limited resource and social resource under some restrictions. From the view-point of mentioned above, the characteristics of Vehicle Routing Problem in China are analyzed.
    In one Logistics Company, there are several Distribution Centers and many kinds of vehicles. The work of Pickup, Delivery, Pickup and Delivery are all mixed up together. And at the same time,the dispatch is affected by the heaven traffic. According to these characteristics, the research fields and key technologies are put forward in order to set up the truly applied dispatch software system.
