    An Input-Output Analysis on the Bottleneck Problem in Freightage

    Through input-output analysis on The Monetary InputOutput Table of China in 1997the status of the freightage in our country, the relationship between the national economy and the freightage, and the reason for the bottlenecks in Chinese freightage are discussed in this paper. Based on the analysisseveral suggestions about the freightage policy are put forward. The suggestions about the freightage are supporting the waterway strongly, developing the aviation reasonably, reforming the managements of railways and highways effectively, and improving the techniques of pipelines.

    This paper firstly gives a general introduction about the 10th world congress on ITS, held in Madrid, captial of Spain, from Nov. 16th to Nov. 20th, 2003, attended by the representatives of the Ministry of Science and Technology(MOST), the Ministry of Communication(MOC), the Ministry of public Security and the Ministry of Construction of the P. R of China and the Beijing Municipality. Afterwards, the new trend of ITS technology in the world is reviewed in detail. And then, the paper discusses the developing direction of ITS in China after showing the status of the ITS development abroad and puts forward that the outside environment and restriction should be considered in the process of ITS development when the affluent society is built. At last, the emphases of ITS development and application in the near future in China is proposed.

    Second Discussion About Some Theoretical Problems of ITS

    This paper presents firstly that the trend of transportation systems is not only the ITS but also integrated transportation systems. The new viewpoint is dissertated on three aspects. Firstly, considering of the category the ITS belonging to, the passage analyzes the status of the ITS. Secondly,,thinking about the causes of the traffic problems,the paper also takes the effect range of ITS into account. At last, taking the traffic control and traffic inducement for example, the article shows that the traffic system must be integrated. And then, the information problem of the ITS is discussed from three points,that is the relationship between information and intelligence, the problem about quantity and quality of information, and the need of the intelligence by the development of IT. Afterwards, through the examples of 7 aspects,the ignorance of the complexity of traffic systems is explained. Finally, the necessity of using the methodology of system science to study on traffic system is raised.

    The Development Status of CyberRail in Intermodal Transport System of Japan

    CyberRail is an enhanced railway system for the realization of safe, efficient, integrated and seamless intermodal transporta systems utilizing advanced information and telecommunication technologies. In 2000, Railway Technical Research Institute began to plan the study on railway intelligent transportation system and proposed ITS in the railway field-CyberRail. Its main goal is to define the system architecture of CyberRail and to promote interoperability of various railway related information services, and to establish a general standards and system architecture to ensure the railway information with sufficient flexibillity and openness in intermodal transport systems. CyberRail is a reference model of the development for the railway system of Japan in the future. This paper introduces the concept, user services, system architecture and development status of CyberRail in detail.

    This paper presents the significance and role of data sampling in ITS data management. The data sampling approach is realized through VB an ORACLE software, which is then applied to the case study using the ITS data from the third loop highway of Beijing and San Antonio, Texas. It is found that the resulting optimal samples are insensitive to the weights, but match the average of the total well and also contain the maximum information of the raw data.

    Abstract: This paper sets up the production model of the trucks.The development process of the relationship between the transport capacity increase and the productivity of the freight transport and the causes of this process are analyzed with examples. And this paper then proves that the relationship between the input and the productivity of the trucks accords with the regular patterns of the economics and the improvement of the freight transport capacity experiences the two periods of the fringe productivity increasing and descending. The effects of the market modification and the demand increase dominate the transport capacity supply in our country and the transport capacity is in configurable redundancy. Based on the analysis of the major factors influencing the transport capacity increase and the truck productivity, the paper advances the ideas about improving transport capacity. The ideas lie in the technology improvement of the transport organization, management,and scale produce.

    Thet raffic conflict technique is a new evaluating method based on non-accident statistics in traffic safety field. It evaluates rapidly and quantitatively traffic safety situation with multi-stylebook and is different from traditional accident statistics. With studying the sixteen intersections in Kun Ming, a fuzzy clustering method in evaluation of traffic safety is proposed, based on traffic conflict regarding the ratio of traffic conflict and mixed passenger car unit (TC/MPCU) as stylebook character, which provides a new evaluation method for safety evaluation of intersection.

    Because in the component analysis method,the number and relativity of indexes belonging to a certain aspect has a remarkable disadvantageous impact on the result,when the comprehensive evaluation for urban traffic management planning is made,firstly all the indexes are divided into different index subset,and using the principal component analysis method, the value of each index subset is gained. And then, the corresponding power coefficient is allotted to each index subset. At last,the comprehensive evaluative value of urban traffic management planning is gained by means of the linear power adding. In an example,the impact of power to the result is discussed. The method effectively combines the virtue of subjective and objective methods to determine power, and overcomes the defects in the common methods.

    An Improved Shortest Path Algorithm Based on Vertex Degree Search

    The shortest path problem is a classical problem of network optimization. Its practical application and theoretic research is valuable. In most practical application, the shortest path problem has constrains and it is NP-complete,so to find out a rapid and effective algorithm for original SP will put good‘ idea for practical SP problem solution. Dijkstra algorithm is regarded as a more effective algorithm for searching shortest path. Many algorithms are improvements for it. The main change includes network transform and data structure. Through research, we find out a fault that the Dijksta algorithm searches all vertexes in each iteration cycle. Different from the traditional vertex degree,it shows the edge or arc number when searched each time. Based on its theory, an improved Vertex-Degree-Search algorithm is put forword, and tow algorithms due to the direct network and indirect network are developed. The algorithm design structure is the same as Dijkstra’s,so it is so convenient to modify the Dijkstra program or to develop new program. The algorithm improves the search efficiency of shortest path. The efficiency is more obvious,especially for sparse network. Its complexity is less than O(1V12).

    In this paper, the analysis of the actuality about domestic 3PL is performed on the basis of the data investigated by the Storage Union of China and YANGZHOU logistics planning problem group. The obvious problems about 3PL are also pointed out. Three operation models of 3PL, which are the traditional bargain mode,the strategic union mode and the synthetical group mode,are all concluded. And what’s more, the advantages and the disadvantages about the three operation modes are then discussed. Furthermore,three plans about the constitution of the synthetic logistics company are commended. Finally, some pieces of advice and several strategies of development about 3PL are raised.

    Map-matching is the important technique of location applied in the Vehicle Navigation System. The thesis proposes the map-matching algorithm based on the curve-fitting model from the aspect of selecting possible roads. At first the paper introduces the theory of curve-fitting model. Then explains the algorithm elaborately and analyzes the performance of it,such as the rate of matching. Finally the simulation result is shown.

    This paper presents logical structure, basic functionality, inscape, and organization proposal of database of the common information platform based on ATMS. Firstly the importance of the common information platform based on ATMS and the context of the fundamental traffic information provided by the common information platform are .expatiated. Secondly, the common information platform is divided into three structural levels according to its logical structure. The functions of the common information platform are introduced, and the relationships of these functions are showed. Thirdly, key technologies, such as data fusion, data warehouse and data mining, are introduced and the factors are analyzed which should be considered when the common information platform is collecting data. At last, database organization of the common information platform based on ATMS is analyzed and discussed emphatically according to the distributed database. Two basic methods of building the common information platform are put forward, with the advantages and disadvantages of the methods discussed.

    Urban traffic control systems in China are usually introduced from foreign countries, such as SCOOT and SCATS. These systems are the passive control system and mainly designed for motor traffic,which are proved not adapted to the mix traffic condition in China. On development of advanced urban traffic control system in China, the traffic real-time adaptive control and management system is a good candidate and it is suggested that such a system should be integrated in ITS. This paper presents the integrated system frame of a real-time adaptive traffic control system called ad TJATCMS. Overall demand analysis, construction of the logic structure and physical structure, the mathematical model and algorithms are included.

    In this paper, a SWOT analysis method of regional logistics development is proposed, on the basis of the principal component analysis,which is very useful to evaluate the comprehensive competitiveness of regional logistics objectively and properly, and the results are helpful to constitute the logistics development strategy. Firstly, the evaluation indexes system is established,and principal component analysis (PCA) is used to draw the comprehensive evaluation because PCA can eliminate the correlation and information overlaps lying in multi一indexes. And then the SWOT analysis is used to analyze the strengths,weaknesses,opportunities and threats of regional logistics development. According to the comprehensive evaluation, competitive regional logistics development strategy is presented. The case study shows that the proposed method is feasible.

After analyzing the main factors of accidents causes in the bus system,the paper especially studys drivers’ unsafe behaviors and expounds the complexity and essentiality to control drivers’ unsafe behaviors in the accidents causes. The model of measures against accidents suitable for bus system from the research of the interference of accidents against tracks cross,and the interfering accidents against cross by combining the settlement principle of the conflicts in management theory in order to reduce the probability of tracks cross of person factor at mistakes and object factor at defects from guiding into safe behaviors are proposes. And the some interference methods of against accidents cross on controlling personal factor according to characteristics of function on the bus system for practice are put forward.

    Investigations have been carried out at a signalized intersection in Beijing to study the behavior of cyclists and pedestrains in mixed traffic situations. Video cameras and data analysis technologies have been used to collect and analyze image data of cyclists and pedestrains at the signalized intersection. Results are useful for understanding the performance of mixed traffic at signalized intersections, and for building microscopic simulation models for urban mixed traffic.

    This paper firstly introduces the status of the charging collection system of the motorways and discusses the necessity of the construction of the Electronic Toll Collection System (ETCS). Afterwards,the development, the theory, and the applications of the technique of the Radio Frequency Identification (RFID),which is an advanced automatic identification technology, are introduced. At last,based on the situation of the charging collection of the motorways,this paper raises some ideas,which are about applying the ETCS on the basis of the RFID into the charging collection system of the motorways,in order to solve the problem of the automatic toll collection of the motorways.
