    China Railway Express’Success and Its Revelation for Railway Reform

    Through analyzing the success of China Railway Express (CRE)in exploiting parcel delivery service network, this paper displays the main problems existing in Chinese railway system and points out directions for its reform. According to the authors CRE formed a grid network rapidly with very low cost,realized the complete control of the whole express service process through property rights adjustment,and became the real transport enterprise full of vigor in the state owned railway system. The authors believe it is necessary for reorganizing the railway industry to establish transport enterprises capable to compete in the market freely and to take all their responsibilities,renovate the transport conception,energetically accelerate the extra value-added operation development while further expanding and perfecting the basic operations,and change the industry from the past system in which operators have been serviced by themselves to a new customercentered or market oriented one.

    Based on analyses about developing ground of vocation association, the author analyzed the conception and characters of transportation association. Then the author discussed the running mechanism, including the developing stage and the model of transportation association, organizing model and managing class of transportation field, running course of transportation association. Furthermore,the author,took the road transportation association as the example,and analyzed the function of road transportation association and the difference between government management and vocation association. In the final,the author analyzed the affecting factor of transportation association and put forward the policies.

    Intelligent Economic Forecast Method Based On Genetic Algorithm

    This paper gives some discussions on genetic algorithm that are applied to the problem of the model choice of intelligent economic forecast. First,the model in the model base is coded to the population of the genetic operations. Second, new models or combinations of them are created by cross and mutation operation. Furthermore,the generated models will be self一adaptive and selflearning. They can be scored by some evaluations that are regarded as the individual fitness to be the choice operation of the genetic algorithm. Finally, a better model of forecast is produced to forecast
    the data. As an example,the forecast analysis of the passenger transport of China is stated in the end of the paper.

    Bus priority transit in urban is an important treatment for the development of bus priority. Bus priority at intersections can reduce bus delay, increase their speed,just to availably ensure the bus arriving on time and enhance the level of bus reserve. This measure will be of great important to promote the development of public traffic,relax traffic pressure of urban and assure the city to develop persistently. Based on the review of bus priority at intersections,the problems and insufficiency of bus priority at intersections research in China at present are pointed out. Finally, the developing trend of bus priority research is presented.

A bi-level programming model and its solution based on sensitivity analysis is proposed to describe the problem of using pricing under the fixed demand. Finally, a numeral example is given to show the how the road impedance changes with the toll rate.

    In this paper, at first we defined the basic meaning of the third-party logistics definitely, and then we deeply analyzed the factors which affect the development of the third-party logistics market. (1) we analyzed the reasons why the corporations want to find the third-party logistic services; (2) we analyzed the factors which limited the development of the third一party logistics market. Second, by analyzing the experience of the developed countries,we made the conclusion that the third-party logistics has these five obvious characters:emphasizing on the contracts between the buyer and seller; providing the individual services for the buyers; providing the specialized logistic services; managing the logistic company as an integrated unit;using the modern IT techniques such as information systems and network and so on. At last, on the basis of the analysis above,we proposed some advices on how to develop the third-party logistics market in china.It includes that(1)changingt het raditional attitude to the logistics and putting focuses on providing the high level services;(2)adjusting the structure of the logistics companies in china and make it fit the demand of the market. And so on.

    Car-following modeling in traffic flow theory has been becoming of increasing importance in traffic engineering and intelligent transportation system, the point of concentration in research is about measurement of driver cognitive. After reviewing historical models on car一following, this paper has analyzed in more detail the AP (action point)model,and ameliorated AP model by eliminating its deficiency, the emphasis of which is the deduction of the acceleration equations by which the following car is subjected. Furthermore,from the cybernetics perspective,this paper make an effort to accomplish qualitative analysis and quantitative description of driving behavior with driver’s multi-typed information system and multi-ruled decision-making mechanism so as to correctly reveal the essence of traffic flow characteristics.
