Abstract: The basic requirements of highway network management are discussed as well as the concept of Network Management Information System (NMIS).With analyzing the NMIS functionally; a possible system protocol is formulated. In the protocol，highway condition and traffic data collection model，3一level (province，district and county)operation design，decision and operation mechanism, integrated system function (plan，construction，maintenance，road regulation, resource，tolling)，etc are innovative and forward-looking to some extent. In addition, the system is operational comparatively.

摘要： 概括了公路路网管理的基本要求，提出了路网管理信息支持系统的概念，对系统功能进行了分析，设计了系统结构框架.所提出的路况与路网交通信息采集方案、系统三层架构、决策与调度机制、六大功能是全新的设想，具有前瞻意义和可操作性.
