    My Viewpoints on Transportation Development

    Recently, Professor Qingyun Wang published a book titled”My Viewpoints on Transportation Development". It’s an important academic achievement worthy to pay attention to in the transportation field. This book was published by Chinese Science and Technique Press. The book had been re-printed three times in less than 3 months,which is not so common. Since his graduation in 1982,Professor Wang has been working on the transportation development planning and policy in the National Development and Reformation Committee (NDRC, formerly the National Planning Committee). In the last 20 years,the transportation in our country has been transformed from planning economy to market economy, he has witnessed and directly participated the activities of practicing the decision in the whole process. As the present director of the Department of Traffic and Transportation in NDRC,the visiting professor of Beijing Jiaotong University and Nankai University, Professor Qingyun Wang pays much attention to the combination of transportation theories and practices. He usually emphasizes the opinions from the academic professionals in transportation decision-making, and also takes apart in various academic activities in the field of transportation. In his new book, he discusses incisively on the special subjects of some key issues, which are related to the construction of comprehensive transportation system in socialism market economy in China based on his long-term experience in planning of comprehensive transportation in our country. These special subjects include eight aspects as below, Look at the transportation development problem with a new development view; Transportation and economy development; Transportation planning; Transportation market theory; The reformation of transportation systems; The development of comprehensive transportation system; Transportation and physical distribution; Sustainable transportation policy. His analyses to above special subjects have important affects on some actual work, such as studying current transportation system engineering management theories and practice problem, pushing comprehensive transportation ’the Eleven Five Plan’ in our country and so on. In order to let everybody understand the essential points of this book,the journal publishes here the first chapter of the book partly from ”My Viewpoints on Transportation Development" in two periodicals and hope all our readers may understand some important viewpoints from the paper.

    Development Method on Large-scaled ITS Projects

    The paper states the basic contents of the methods developing the large-scale project of Intelligent Transport System (ITS) and introduces the features of development and construction of the ITS project. According to the characteristics,the system engineering methods of this kind of project are discussed, and especially, "the comprehensive integrations method combining qualitative and quantificational analysis" proposed by professor Qian Xue一sen as well as“Wuli-shili-renli method" (WSR) summarized by professor Gu Ji-fa are introduced. On purpose,the two methods are applied to the "Beijing bus intelligent dispatch system" project,which is in the charge of the author. After the project,the two methods are summarized methodologically. In order to apply the methods easily, several stages together with their aims and the contents during the process of developing the large-scale system-engineering project are suggested. Sums up the work aims to improve the development of ITS construction in our country.

    Since Beijing was awarded the hosting of the Olympic games in 2008, the City has been dedicated to planning and construciton the necessary facilities . To make the Beijing Olympic Games the best in the Olympic history, the Beijing government has devoted an unsurmounted amount of resources to achieve this goal. One of the ways to achieve this overall goal is to enhance the existing traffic system with higher mobility to and from the Olympic Green area (Olympic Center Area) during the games. Additionally, the inclusion of sustainable development to the traffic system enhancement is of great importance to Beijing Organizing Committee of Olympic Games (BOCOG).
    To ensure the success of Olympic Games in 2008, it is urgently needed to set up a complete and scientific plan. In this article, the authors will give some suggestions based on their experiences in the last 2 Olympic Games, including drawing up the master strategy of the Olympic traffic, the Olympic traffic command center, Traffic operation plan and security strategy, emergency plan and pedestrain research.
    At the same time, since the first appearance of ITS technology in the Olympic Games in Atlanta. ITS has been playing a more and more important role in giant sports events.The issue of ITS strategy of the Olympic Games shoude be concentrated on only how to satisfy the game-period traffic command, but also how to integrate these facilities with the other devices to serve.

    Railway Intelligent Transportation System (RITS)is the inevitable development thendency of railway transportation. Many basic conditions for RITS development have come into being in internal railway. Research and application of RITS must be strengthened, in order to avoid the traditional development stage experienced by developed countries. It will help the promoting ofthe widely application of high-technology, the developing of relative industries,and the improving of personnel stuff. At the same time,the reform of railway, the conversion of management pattern and enhancement market competition will be promoted greatly. Researching on the key technologies of RITS, summarizing its general characters and constructer,especially combining the international and internal railway,the gaps are educed in this paper.

    A Review on the Development of Smartcards in Public Transport

    The use of smartcards, as a means of accessing and paying for operators in the world public transit industry. The advantage of the smartcard technology have contributed to the obvious conveniences and benefits to both passengers and operator, such as faster boarding, lower survery costs, more sufficient information for planning and prevention of fraud, and better ability to expand integrated ticketing than conventional fare payment methods, such as cash and bus passes. This paper reviews some typical smartcard projects in the world and examines the general trends of smartcard applications in the future. Also this review will lead to the further studies on the smartcard applications in China and their comparisons with other countries’ so as to make suggestions for the development of smartcards in Chinese public transport.

    An open RITS system architecture is the precondition for establishing RITS standard architecture,however, fitting RITS standard architecture is the base to constitute the open RITS system architecture and ensure it integrated seamlessly on a large scale. On the basis of phase fruits about RITS architecture frame in 2000, since 2003, China Academy of Railway Science (CARS) has begun research on RITS with the support of Ministry of Science and Technology. This paper introduces the research background of RITS standard architecture,and puts forward the general structure,standard categories and element clusters of China RITS standard architecture with the aspect of system on the base of analysing inland and foreign actualities about RITS standard related research.

    At present, our city’s traffic control system are always using some foreign developed system, like SCOOT, SCAT etc. , which are all developed on the base of vehicle-centered traffic condition. In fast, these systems don’t fit the complicated traffic condition in China, especially on the coordinate control of interrupted and uninterrupted traffic flow and bus priority control. So they can’t meet the demand of ITS development in China. This paper is the result of the project of “city traffic inspection and management system”, which is a subproject of national foundational study and planning. On the basis of the character of the city traffic in China, the auther put forward a real-time adaptive traffic control system which can fit the traffic condition in China cities very well.

    Based on rough sets filtration, an automatic detection algorithm of traffic incident using neural network is presented. After briefly introducing of Rough Sets in data mining technology, the principle and computing process of the algorithm and the neural network model which was used in this paper are explained. In order to test the validity of the algorithm, enough tests have been done using the testing data obtained from the simulation programmed by MATLAB. Both the testing process and the results of the simulation are introduced clearly. The results show that the algorithm is effective.

    A Theoretical Analysis to Urban Transport Operations

    Due to the smaller transit capacity,it is considered that the monglines railways are not fit to offer urban transport service for passenger transport in urban areas. This paper analyzes the variaties of transit capacity on monglines railways with more stations and shorting of stations distances. It also discusses the transportation organizations on the mongline sections mixed with freight trains and MU trains. Taking some real railway for example,the paper concludes that it is possible for the mongline railways to provide passenger transport service for urban areas after reforming tracks and shortering stations distances.

    Maximum Design Speed for Urban Railways of China

    This paper analyzes the main factors related to the maximum design speed of urban railways and studies the advantages and disadvantages of increasing maximum design speed. Based on the practical line data, the paper calculates the operational performance, including traveling speed, energy consumption and time saving, of urban rail systems under different maximum design speeds of 80km/h, 100km/h and 120km/h by the TraMCES simulator developed by the Key Laboratory of Traffic and Transport Systems of the Ministry of Railways of China. The simulation results for an urban rail line of 37km long with average distance between station of 2.64km show that the average travelling time under the maximum design speed of 100km/h may decrease by 12.1% but its corresponding energy consumption will increase by 22.7% while comparing with that of 80km/h.

    This paper introduces the mechanism of actuated signal control and
    the method to determine main parameters,analyses the queuing model and the
    delay model at urban road intersections,surveys the basic data of a typical four-leg signalized intersection in Beijing, simulates the present situation and the actuated signal controlled situation and compares the two results. The traffic status may be improved obviously in the later condition, the east entry control delay may decreasef rom 78.9s t o2 1.9s ,thew este ntryc ontrold elaym ayd ecreasef rom 144.Os t o4 5.9s ,t he average delay may decrease from 82. 8 seconds to 28. 3 seconds and the level of service may ascend from level F to C.

    This paper regards the complex traffic problem in city as a big system using Interpretative Structure Model of system engineering. Analyzing the direct and indirect connection of factors in the system and drawing multilevel hierarchy structure. Then the author describe mutual connections among the factors,finding the prime reason that affects traffic. The paper expatiates application process of Interpretative Structure Model by one city traffic problem,finds the main reason which leads to traffic jam and low velocity, and offers corresponding strategy and measure in the near future.

    This paper analyzes the basic system structure of J2EE and the virtue of it,and introduces the MVC pattern briefly. In combination with the safety characteristics of the high-speed railway transportation, the author constructs a Monitoring and Control System of Train Operation Safety Subsystem of High-speed Railway’s Integrated Dispatching System on J2EE platform based on MVC design pattern. The system has good scalability and portability, which can reduce development cycle and deployment time greatly, so it can make good performance with low control overload.

    This paper deals with the travel behavior for commuters who take subway from living places to work places during matutinal rush hour. An equilibrium model that incorporates the costs for early arrival and congestion in carriages is proposed. In the elastic demand case,the fare level and train headway or frequency are compared respectively,which derived from standpoints of system optimum and subway profit maximization.

    The travelers’ averag travele benefit is impacted by the length of the travel time. This paper analyzes the effect on the time mode caused by Darkina guidance from the parking cruising perspective. Firstly what is given is tne traffic flux density function.And then establishing analytic function between the travel time and parking guidance and analyzing the effect of the parking guidance on the travel time. The investigation in Xi Dan area analyzes the travelers’ demand to the parking guidance and it puts forward that the Parking guidance and information system is one of the effective method to solve this problem.

    First,by using the individual vehicles purchasing model which based on the catastrophe theory, the paper analyses the relationship between the quantity of individual vehicles and the citizen’s average income,and in what condition will the high tide of individual vehicles purchasing take place. Then as an example,to analyses the data of Beijing’ individual vehicles purchase. Second, based on the fractal method, the paper gives a model to forecaste the quantity of Beijing’individual vehicles in three years. The paper is proved feasible by compare the forecasting result of the nearest year with the actual data.
