    This article was a keynote speech by Prof.Yu Jing –yuan at the Fifth Substitution Symposium of Committee members of the System Engineering Society of China. Metasynthesis is a systematic method that can be used to solve the problems of complex systems and complex huge systems .It was established between late 1980s and early 11990s by Qian Xue- sen ,a well –known scientist in China .To make his report helpful for future research and application ,the author expounds meta-synthesis from the perspectives of method, theory, technology, and application in a profound but easily understood way.The direction of synthesis and integration is not only a scientific theoretical problem,but also a technical practial problem. The editors of the journal believe this report has a guiding function for the planning and construction of our national comprehensive transportation network,so it is presented to readers here.

    Applying the theory and methods of system science and system engineering, this paper introduces the characteristics, functions and structure of traffic and transport system engineering. The principles, procedures and methods of traffic and transport system(TTS) are also expounded in this paper.Combined with the basic principle of system theory, this paper explores the notion of coordinating of TTS, the methods of improving comprehensive transport capability and coordinating of organization and management. Finally, this paper analyzes the current situation of TTS,looks forward to the development of TTS and puts forwards some opinions of reform of TTS in China.

    Recent Development of Traffic Incident Detection Technologies

    Traffic incident is the main cause of nonrecurring congestion . Since traffic incident occurs randomly and unpredictably in terms of site and time, nonrecurring congestion is difficult to alleviate through traffic strategies , which are used to control recurring congestion such as control traffic demandand increase the capacity.Thus the key to control non-recurrent congestion is to detect incident early, verify incident and response as soon as possible and provide related information to drivers, that is to set up an incident management system which will deal with incident quickly and efficiently. Incident detection is the first step of incident management and also the essential technique. Automatic and non-automatic incident detection technologies are introduced and compared in the paper. Development direction is also discussed here.

    The movement monitor and statistics analysis system for electric vehicles(MMSAS) is composed of the data collection and transmission terminal of electric vehicles(DCTTEV), the movement monitor system(MMS)and the statistics analysis system(SAS). For the DCTTEV, the hardware configuration and function are introduced. The functions of MMS are discussed and the
    realization method of geographic information system (GIS)is focus of the paper. This paper also makes an introduction on the system structure and designing method of SAS. The MMSAS has been tested for a longtime. The experiment results show that the general design of the system is reasonable, the functions of the system is complete, the working performance is stable.

    VMT Estimation Model Based on Traffic Counts and Link Attributes

    VMT estimation is essential in many transportation related engineering areas including emission estimation . Since the actual value of VMT is impossible to obtain by the current technologies,VMT has to be estimated from other information. Two broad divisions of VMT estimation methods exist, namely thenon-traffic –count-based methods and the traffic count-based methods. Both have their own advantages and shortcomings. Traffic-count-based methods are more popular in real practice. However the traffic-count-based methods simply extend traffic count onto other links, which have the same road class as the count station without considering the effect of the link attributes on the VMT. This paper developed an alternative approach that can incorporate both traffic count and link attributes through an exponential regression model in estimating volume and VMT. The model coefficients can be calibrated easily in the real-world. To meet the requirements of the application of emissione stimationbyMOBILE6, disaggregating of the estimated VMT by speed and time is further conducted. Due to the lack of the required data to validate the estimation process
    and the effectiveness of the proposed model in China, we conducted the test based on relative traffic data obtained from the southwest region of Houston, U.S.A.By comparison, VMT estimation by the proposed model is closer to the full size estimation than the EPA Traffic Count Method(TCM). The emission estimation by VMT from this method is also better than those from both the MOBILE6 default VMT and the EPA TCM method.

    Analysis of Macro-characteristics in

    There is large amount of information involved in urban traffic flow data, which maybe used for the improvement of traffic operations. Based on micro-characteristics of traffic flows, the paper analyzes the macro-characteristic and principles involved in urban traffic flow data.A quaternion hydro-structure of traffic structure, flow, speed and density has been advanced which maybe applied to explore the characteristics such as randomicity, similarityandzone-related principles. Case studies have been done upon the practical data of Beijing. The results show that though often in super-saturation state and embarrassed by traffic jams, the traffic operations in many big cities have been well-regulated. The quaternion-based analysis shows there are periodically similarity and zonal relevancy in traffic flows, thus leading controllable and predictable characteristics at macro-level.

    This paper firstly introduces the objective and the general framework of the GIS-based supportsystem for highway network management (SSHNM), and then gives an account of the functions and concrete realization process of every module. Inordertoestablishharmoniousrelations among construction, planning and management of highway network, the SSHNM has been set up. The fundamental geographic information data base and the highway information data base were established through traffic information collection system based on GIStechnology.Furthermore,the dynamic electronic map system wasdeveloped. The SSHNM can output the results of traffic
    information analysis visually and can provide accurate and intuitive decision information for the people who work in the traffic management organization or the transportation planning institution.

    response behavior on the distribution of traffic was analyzed. It was reported in the thesis that guide information may make traffic flow to be equilibrium. The descriptive guide information will not work and may make things worse, but propositional guide information do it best to distribute traffic balanced. The best result gets from the complete guide information, Wardrop equilibrium.

    As the judgment on the situation of traffic flow often is vague, a fuzzy clustering method is used to classify the field traffic flow data of urban freeway in this paper and traffic flow are
    classified into 2, 3or 6 categories respectively. Some important parameters about the traffic flow classification are given based on the analysis of the experimental result. The analysis results show that using fuzzy clustering to classify the traffic flow is feasible; of the three traffic flow parameters, speed have the greatest influence on the traffic flow classification, occupancy the second, flowthe least; unless in the situation with very high speed, very low speed or very high occupancy, the right
    judgment of traffic flow situation can given directly, we should judge comprehensively according to the all three traffic flowv ariables.

    The railway is the main artery of the traffic and transportation of our country. The stability of its infrastructure is the premise to guarantee safe and smooth transportation. With the high-speed development of economy in China, the planning and construction of the railway network
    has got enhancement accordingly. The railway lines have already reached every province in China. But with the increase of the railway running mileage, the risk of its infrastructure’s being affected by natural disaster becomes higher. So strengthening the ability of disaster resistance and reduction of railway infrastructure has become an important task in present work of operation and management. One important point to do this work well is that enough capital input of disaster resistance and reduction of railway must be secured. In this paper, with theories and methods of system engineering, risk management and environmental engineering, different cost calculations of loss in railway disaster are explored on the basis of analysis of current condition of railway disaster resistance and reduction. At the same time, policy advice on how to raise money for disaster resistance and reduction of railway infrastructure and how to conduct reasonable apportionment is

    This paper discusses the key factors related to the design of multi-train movement simulation for urban rail transit.A simulation system has been developed to apply to multi-train simulation, train traction calculation and scheme evaluation. The system is of good expandability in
    that it takes the object-oriented method and modularized design. The paper focuses on the design of the system structure and the calculation model for multi-train movement. As a result of a case analysis based on an actual line, the system proves to be able to analyze safety time interval between two trains, study the interaction of running multiple trains and explore influence of different signal systems on trains movement,etc.

    The paper explores the principle and algorithm of Entropy-maximizing Model(EM Model) with gravitational prior probability. It regards transportation distribution with maximum probability as forecasting distribution and describes the traveler’s transportation action on the whole by considering the effect of random factors. The model parameters can be calibrated conveniently in applications. Its forecast is compared with that of Gravitation Model and Growth Factor method through practical example and the result indicates that EM Model overcomes the latter’s limit and its
    application will have promising prospect for the forecast of transportation distribution.

    Forecast of passenger throughput is very important for airport construction and management. However, most forecasting methods are not suitable for Chinese immature aviation market. This paper analyzed factors that possibly influence airport passenger throughput, distilled the most pivotal factors by principal component analysis, anatomized inherent mechanism of effects of airport passenger throughput, and put forward a forecasting model based on the mechanism. This paper also applied the model in the forecast of capital airport passenger throughput, and compared the results with trend analysis. Experimental results show that the model can be exactly applied in the forecast of airport passenger throughput.
