    Many important theoretical and practical problems have been existing in domestic and foreign universal service policies. Universal service policy in essence belongs to economical and social domain. Choosing several aspects of traffic information service,this paper discusses how to serve most travelers and draw up related policies at the current development level in China. Firstly traffic information service is defined,and then the current state and problems of traffic information service in China are briefly presented. At last,how to develop traffic information service and solve the problems related to universal service are discussed. By comparing economic development and road traffic situations home and abroad,it can be concluded that the level of current road traffic development in China is similar to that of late 1960’s to 1970’s in developed countries. Based on this; conclusion, the viewpoint is put forward that the development of road traffic and transport in China is still at its early stage,which leads to the contradiction between ‘digital gap’ and the tendency of informationization leading industrialization in the informationization tide. However,it is the government’ s responsibility to improve public travel efficiency and conveniences,and people have rights to require more convenient and cheaper traffic information service. Therefore,when designing and planning road traffic information systems,the government,in compliance with the principles of being practical and realistic’and ‘governance for people’,should concentrate on serving the public and providing public transit travelers with cheaper or even free in formation service.In the end,from the view point that development is a dynamical process,this paper suggests that different benefits and efficiencies should be treated in a dialectic way,and priority and justice should be balanced well.

    Overloading Countermeasure Performance

    Aim at the regional different countermeasure to overloading and discrepant effects in China now,this paper set up one simulation model on a system of overloading policies,trucks evolution,overloading behavior and social total cost based on the system dynamics mode1.Using the software STELLA ,the paper simulate and compare the fluctuation of social total cost under the different countermeasure in order to provide the theories basis and suggestions relating to overloading for policymakers. By simulating and forecasting the overloading policy performance in Anhui province,one conclusion is concluded that developing the new vehicle technique standard,cargo loading restrict standard and tax standard is the superior countermeasure to resolve the highway overloading trucking problem ,and is also the urgent problem needing resolving by government now.

    Intelligence Transportation System (ITS) is a new way to alleviate the transportation congestion. ITS in China,however, has been developed just in recent years. On the one hand, there are many projects which need huge investment;on the other hand, resources are limited, such as funds,talents and techniques. So a scientific method to sort order of ITS projects is essential. But it is very difficult to decide on the importance of ITS projects based on accurately calculating their cost and performance due to a lack of basic data nowadays. In this paper,on optimisation model has been
    set up for the sequence of ITS’ projects construction based on Analytic Hierarchy Process(AHP). As a case analysis,this paper makes an introduction of the application of AHP in Highwory Network Information Planning of Shanghai. The emplying of AHP is able to objectively recommend the orders
    of projects construction, and avoid the subjective forejudging.

    In essence,railway intelligent transportation system (RITS) is an unity which is founded on the basis of person distribution and physical distribution. The information-shared platform of RITS is the center, through which the sub-systems communicate with each other in the RITS. On the basis of studying the demand of information searching of all railway departments and customers, the information-shared system is studied in the paper. Firstly, the appropriate architecture of information-shared system of RITS is put forward based on the current distributed computing architecture. Then the merit and defect of component software technologies are investigated,
    therefore,the key technologies of constructing information-shared system are selected. Subsequently,the data-integrated scheme of system and method of integrating data from deferent database are researched. At last,the general system architecture of the information-shared system is constructed.

    This paper provides a comprehensive literature review of the historical development of the design optimization methods for off-line traffic signal settings in both isolated junctions and linked signal systems. Off-line methods usually take on historical traffic data as fixed inputs for designs, and are quite different from on-line methods,which utilize dynamic traffic information that is collected from real-time detectors. Conventional approaches to the design of traffic signal setting include the stage-based and group-based (or phase-based) methods,which require the lane marking patterns (road markings on traffic lanes that show the allowable turning directions) as exogenous inputs that are then excluded from the design optimization framework. This limitation has long existed, not only in the design of isolated signal-controlled junctions,but also in the design of linked signal systems in road networks. More recently, the lane-based optimization method was developed as an extended enhancement of the group-based method, in which lane markings are introduced and relaxed as control variables and are optimized together with the traffic signal settings for the design of isolated signal-controlled junctions and linked signal systems. Prospective future research will also be discussed.

    The city ring freeway,which is the pivot of city’s internal and external communication, has significant influence on the industrial layout and distribution and the key public facilities promating a city’s social and economic development. Its construction impels the integration of transportation and economy. The function of city ring freeway and the development of its industrial cincture in the optimization of city industrial structure and distribution is emphasized in this paper, and it has described the mechanism in which the city ring freeway promots industrial development.
    Then, the relevant multipole grey correlation matrix is established. As an example,the construction of Shenyang city ring freeway is presented and analyzed.

    According to the network topology,real networks generally include:Completely Regular Networks. Completely Random Networks,Small-world networks and Scale-free Networks.This paper briefly summarizes the generation, the properties and the achievements in the complex networks and mainly studies the complexity of traffic networks and related problems.Furthermore,the scale-free characteristics and the degree distribution of urban transit network are proposed,and the experiment example of Beijing transit network is given. Moreover,in theory,we propose the method to determine the “hub” nodes in urban transit networks,which iS also the key problem of traffic networks.The further works are given from theory and application in the paper,which may offer new research methods and theory supports for the planning,designing,construction and management of traffic networks.

    Recently lots of big cities are trying to apply one-way street to eliminate traffic congestion. And some efforts did make good results, such as Shanhai and Dalian. But without support of related theories and methods on one-way streets, the cities just depends on their and experiences. So this paper proposes a set-up of method dealing with analysis, set-up and evaluation of one-way streets. At the conclusion and further work part of this paper, some related problems such as adjustment of buses and etc are presented.

    Bus Rapid Transport(BRT)which started from1970s is an alternative between urban rail and traditional bus system. There have been many successful systems in the world up to now. The south-center liner of Beijing is the first BRT in China. It will play an important role in BRT constructing in China. The designing targets BRT are as follows: constructing electronic and intelligentized parks, bus stops and control center by utilizing intelligent stop systems, transit signal priority(TSP)systems, on board electronic systems and intelligent dispatching system; according to the requirements of dispatching plan , real time system and monitoring and high quality service, computer, software and other systems;developing dedicate MIS and information service system according to the requirement of modern corporation.

    As the modern high-grade highway, expressway has the characteristics of massinvestment,long constructing period,mass-occupation of land,heavy degree of difficulty.Soits of benefits investment is widely concerned by all society. In order to evaluate the socioeconomic benefit of expressway project objectively, it is necessary to carry on front-evaluation, and post-evaluation as well. In the paper, on the basis of investigation and analysis of economic and traffic status of Shenyang,the authors adopt systematic viewpoint,apply such theories as regional economics and feedback control,employ the analysis and simulation of system dynamic,and analyz the internal structure and dynamic conduct of the socioeconomics-traffic system. A post-evaluation SD model of the expressway socioeconomic benefit is established. Besides,a dynamic simulation for the socioeconomics-traffic system is carried out on the computer. By changing control variables and
    adjusting parameters,the paper made a macroforecast for the future system’s development,on the basis of the overall aim for the evaluation of expressway socioeconomic benefit.
