Abstract: In response to our central party’s call，nowadays people all over our country are studying and carrying out the important thoughts of "Three Represents", which highlights that scientific and technological progress and innovation should be given a full play in building a well-off society in an
all-round way.This paper lays stress on four points as follows:1.fully understand that scientific and technological progress plays an important role in keeping CPC advancing. 2. deeply understand the mission of scientific and technological undertakings in realizing a well-off society in an all-round way.3.give full play to scientific and technological progress a nd innovation in supporting and instructing or directing social and economic development，thus to provide an important guarantee for CPC’s long-term leadership. 4. unify thoughts，strengthen macro management，and improve the ability of scientific and technological personnels’.

摘要： 结合全国正在学习和实践“三个代表”重要思想，为了充分发挥科技进步和创新在全面建设小康社会中的巨大作用，按照中央的要求，着重介绍了四个问题:一是充分认识科技事业发展在党的先进性建设中的重要地位;二是深刻理解科技工作在实现全面建设小康社会宏伟目标中的历史使命;三是切实发挥科技进步和创新对社会经济发展的支撑引领作用，为党的长期执政提供重要保障;四是统一思想认识，加强宏观管理，提高科技干部的工作水平.
