社会效益的定量化方法研究

Abstract: In China a great number of expressways programs have been completed and held in operation，entering the phase of post evaluation at moment. However，it remains to be discussed in post evaluation how to evaluate the social benefit of the expressways programs objectively and systematically. The paper presents synthetic quantitative method on the basis of systematic analysis of various social benefit quantitative methods in post evaluation of expressway, combined with features of social benefits from expressway programs，ie，calculation with many models according to certain methods to determine the weight. And a example is also given，specifying the quantitative calculation of the social benefit generated with the very method presented in the paper.

摘要： 目前我国大批高速公路项目建成运营并进入了后评价阶段，如何客观系统评价高速公路项目的社会效益，在后评价工作中仍然处于探讨阶段.本文结合了高速公路项目所带来的社会效益的特点，在对高速公路后评价工作中各种社会效益定量化方法进行系统分析的基础上，提出了高速公路社会效益的综合量化方法，即采用多个模型，按照一定方法确定权重进行组合计算.文章最后结合高速公路后评价项目实例，运用该方法对项目所产生的社会效益进行了定量计算.
