    The railway information technology developed from the single section-ranked elementary application primarily in the data processing to today’s integrated application referring to every sections,covering all the railway roads and processing in real time. This paper summarizes the background of Chinese railway information construction, introduces the achievement of railway information infrastructure construction including data traffic network covering all the roads and the data processing flat,and the application system construction including the selling and booking
    railway ticket system, the auto-recognizing vehicle number system,the transport information management system, and train directing system.
    Finally it forecasts the fine foreground of railway information construction, sticking to the high outset and level,seizing the jumping-development opportunity,achieving the noticeable rise in the transport capacity, transport organization efficiency and the transport service quality, and bringing into play as the backbone in the modern integranted transport system.

    Research Reviews of Socio-Economic Effect Evaluation for VMS Project on FreewayAbstract:VMS is one of the important parts of ITS. The paper accounts for home and abroad researches on the evaluation of VMS project,points out the main problems in the past researches,analyzes socio一economic benefits of VMS project,and sets up a calculation model.Based on the analysis of different methods,the paper chooses cost一benefit analysis to evaluate socio-economic effect of VMS. In order to evaluate the socio-economic effect of VMS, the control strategy of VMS project should be analyzed firstly, and then technology assessment of VMS should be put up. The former is a design basis and the latter is a supporting technique for evaluating the socio-economic effect of VMS, so the VMS’s social benefits are presented through the effect of its technology. It will show a desirable direction for study to identify its effect and social benefits,especially to evaluate the synthetic efficiency between it and other part of ITS,with putting VMS into
    the situation of traffic network system.

    The layout of regional distribution centers has very important significance to raise service level and lower distribution cost. Actually, the distribution demands are,random in distribution system, so traditional models on the layout of distribution centers,in which the distribution demands are considered as constants can not describe the influence of the randomness in the distribution demand on the layout of the distribution centers. The paper mainly deals with the model on the layout of regional distribution centers and the algorithm, when the logistics demand is random
    variable. Because we consider logistics demand as random variable,the model we set up is more adequate with logistic reality. To solve the model,we use definiteness equivalence and filter condition to simplify the model as some simple linear program feasible sub-problem,so as to solve and use it easily.

    Based on non-physical separating road, this paper investigating the flux and speed of mixed traffic flow in Nanjing. And then setup a group of models between vehicle(bicycle)speed and flow saturation with the curb parking lots has or not. The average parking times were taken into account. These models were used to judge if we could set the curb parking under the minimal affect to mixed traffic flow.

    This paper analyses the characteristics of the light railway vehicle’s running task, which is multiplitate when divided into some sections, and pattern shooting when piared two sections. We use the AI to determine the basic model of task’s sectioning and mating,and build the object function and the constraint function. It assures that the driver gets off and gets on the train at the only one of two appointed stations,and the off-on-train’s time is between 0.5 to 2 hours,and the total off-on-train’s time of the all drivers is minimun.We design a specific self-cross genetic algorithm to solve this problem, and get the optimum design of the task sectioning and mating. This algorithm can be used to the general problem that it should be divided into multi-section and off-on-train at the same station in the specific multi-station.We get a good result when this algorithm has been used in the MIS of the Tian-jin littoral express light railway.

    A Method for Regional Induced Traffic Calculations

    As an important part of traffic forecast and project evaluation of highway, induced traffic has get more and more attention. From the concept of the induced traffic, its mechanism was analyzed in both micro and macro perspective. On the basis of the present calculation method, a multi-linear regression method is given to the regional induced traffic calculation. A calculation model,which is more suitable for the traffic situation in China than the former one, is developed. Using the data of Beijing (1978-2003) for calculation, we find that road miles have a statistically significant relationship with traffic. The result is about 0.17 in the short run and 0.29 in the long run.

    A dynamic taffic assignment model combined with reliability is presented in this paper and the road network reliability is described as the travel trait. Firstly, a simulation-based DTA(dynamic traffic assignment)model is discussed where meso-scopic simulation method is used to simulate vehicles running in packets on the time-varying road network and the time-dependent network performances are described. Secondly, with the help of Wardrop’s equilibrium principle,a dynamic reliability traffic assignment model is put forward. No paths with lower reliability are used and travelers cannot improve the probability of arrival at destination within a specified time by changing route choices. Finally, to illustrate its operation, it is applied to an example network and to simulate the route choice behavior.

    Highway network layout is an important content and tache of highway network programming. The theories and methods to evaluate of highway network have developed more mature than before which is very important to the development of highway network programming,even to the construction of highway and traffic of our country. With going deep into the recognition of highway network programming, some domestic experts advanced many new insights and specific methods about highway network layout and structure. "Fractal geometry" is having been broadly used in many country economy departments as a new subject. This paper analyzes current highway network layout evaluation index system. The evaluation index of cover degree is presented based on fractal geometry and correlative analysis is made in quality.

    In China a great number of expressways programs have been completed and held in operation,entering the phase of post evaluation at moment. However,it remains to be discussed in post evaluation how to evaluate the social benefit of the expressways programs objectively and systematically. The paper presents synthetic quantitative method on the basis of systematic analysis of various social benefit quantitative methods in post evaluation of expressway, combined with features of social benefits from expressway programs,ie,calculation with many models according to certain methods to determine the weight. And a example is also given,specifying the quantitative calculation of the social benefit generated with the very method presented in the paper.

    Sustainability must be considered adequately in establishing modern logistics system. In this paper,we propose a bi-level programming model for sustainable logistics centers location problem,in which the upper-level problem minimizes the total cost for planners,while the lowerlevel problem considers a spatial price equilibrium model described by variational inequality. In addition, the standard of pollution charge is considered to satisfy the environmental requirement. An algorithm based on genetic algorithm is designed. The applications of the model and the solution algorithm are illustrated by an example.

    The paper rewrites the traffic flow macro models in the form of system of quasilinear hyperbolic partial differential equation of first order,and classifies the models in terms of the coefficient in the equation. According to whether the characteristic speed is smaller than macroscopic speed and whether the model depends on foreign speed- density equilibrium relation,and according to the flow characteristic shown in the model,the paper proceeds to evaluate some models. Finally, the result shows that three ideal models of the traffic flow are fit for studies.

    The properties of Dynamic Traffic Assignment (DTA) have important implications on the fidelity and accuracy of the models for offline network planning and policy evaluations as well as real-time operation and management. These properties are not fully addressed in the existing literature,even though DTA remains a very active research topic. It is an opportune time to summarize what has been learned and what lies ahead. This paper reviews the analytical formulation approaches of DTA,compares the properties of DTA with different forms of traffic flow models,discusses their implications,and suggests future research directions.

    This paper presents an optimization model for locating Changeable Message Signs(CMS) on an integrated freeway—arterial network. Compared to existing models, the proposed model represents a well—balanced compromise between computational efficiency required to solve problems of realistic size,and model realism to ensure the quality of solutions.The model has three unique features:(1)it recognizes that locating CMS is a planning problem that must take into account both current and future needs and benefits;(2)it evaluates CMS benefits over multiple time periods with different traffic distributions;(3)it explicitly considers inherent variations in incident characteristics
    across links and over time.A sensitivity analysis is performed to examine the potential impacts on optimal CMS locations resulting from uncertainties in various input parameters such as traffic demand,incident attributes and driver behaviour. Lastly,the proposed model is applied to the Highway 401 express—collector freeway system in Toronto and CMS location solutions are examined.

    Although uncertainty on travel time is an important aspect of routing for many freight carriers, the existing works on goods vehicle fleet management problem do not take into account the uncertainty on travel time resulting from the fluctuations of traffic flows on congested roads in urban road network.This paper introduces the constraint of the travel time reliability into the goods vehicle fleet management problem particularly for the just-in-time delivery of goods such as the ready-mixed concrete.The mathematical model formulation of the reliability-constrained vehicle fleet management problem is presented together with the heuristic solution algorithm. An example network is uesed to illustrate the applications of the proposed model and solution algorithm.It was found that the total travel time of goods vehicle fleet is increased when the required travel time reliability is increased.
