    "The two missiles and one satellite"were founded in the Chinese National Defense Science and Industry Committee after academician Xuesen Qian returning homeland. At the same time, systems science and systems engineering discipline in China were established. The paper introduces how the teachers of transportation discipline in Beijing Jisotong University to propose the new discipline of "transportation systems engineering"in 1989. It’s a result of thoroughly studying Qian’s academic thoughts and systems engineering academic theory. Also, it is an integration of transportation science and systems engineering discipline. The paper introduces 12 important achievements which obtained in the past 20 years of the transportation systems engineering discipline, 3 of which are particularly introduced; 1. Introduces the establishment of master and doctor degree on transportation systems engineering is Beijing Jiaotong University, which starts the tenor of educating the first group of transportation systems engineering specialized master, doctor as well as the post-doctorate graduate students in China. 2. Introduces how the traffic and transportation systems engineering research team constituted the China systems engineering academy’s branch-traffic and transportation systems engineering committee under the support of the China systems engineering academy. 3. The paper also introduces how the journal of transportation systems engineering and information technology’ was built under the support of the China science and technology committee and China systems engineering academy. In the end of this paper, the author highly praises the deeply influence on the discipline constructions in China imposed by professor Qian and how the new discipline had been built by the combination of traffic and transportation discipline and academician Xueshen Qian’s academic thoughts-traffic and transportation systems engineering.

    In the speech,academician Zhou congratulates to the109th anniversary of the Beijing Jiaotong University, and then introduces the city traffic of the country and the development of regional traffic, he also introduces the achievement that traffic construction obtained recently, especially mentions- battery which electronic car uses. He also anticipate that because of high-efficient battery development in the future, our country will have new changes different from the petrol automobile era. Academician Zhou especially recommend the traffic which to be a multi-disciplinary combination and a complicated trade, he proposes that we should establish the system of comprehensive transportation in our country, it is analyzed that the city traffic is also a comprehensive traffic, cities should accelerate the construction of the urban subway and rail transportation, and should accelerate the research of the new means of transportation. At last, academician Zhou call the national communications and transportation workers, work hard and build efficient China’s comprehensive transportation traffic system, make new contribution for the communications and transportation of the world.

In the speech he introduces the meaning to the traffic at first, he think traffic is the displacement of thing and people, it hopes traffic can be "door to door" as well as information achieves "people reach people", both of them added up the traffic. Secondly he analyses the problem of information and introduced the construction of the traffic information, including railway, highway,shipping and civil aviation’s. Then he analyses the policy trend of the traffic trade., putting forward infrastructure’s investment should be increase; he also point out the importance of breaking the profession monopolizes. The system and mechanisnt constructed should have characteristic of China, should improve innovation ability continuously, and the traffic in the future must including network, integration, digitization and intelligent. He then mentions that the. track,traffic and green traffic will become the innovative source of traffic science and technology in the future; professor Deng analyzes how to improve the traffic legal system environment and five questions demanding urgently to be studied in traffic field, namely: transportation system of the traffic,traffic system reform,traffic safety,traffic limit right and traffic civilization. He finally says“China’s traffic forums in Beijing is a very good exchangeplatform, which can gather the relevant person at home and abroad talk freely about China and Beijing’s traffic,it can seek to the solution about’the way of the traffic’of every large city’. In addition professor Deng replied Beijing Jiaotong University professor’s question about related matters concerned on traffic system as well as establishment about Beijing traffic committee.

    In the speech, Zheng introduced the development of the public transport organization in Beijing (the subway not included) at first,in order to promote the capital’s development of public automobile transportation and meet the new situation of development of Beiiing,we have set up the administrative department of government that the public transport head office of Beijing is in charge of the common electrical equipment automobile of Beijing, which set up for the controlling interest (Group) corporation of public transport of Beijing in september of 2004. He introduced the construction and development of Beijing’s public transport, including the electric automobile vehicle public transit network and intelligent construction of public transit since the 21st century. While making a speech, he have especially analysed the problems existing in public transport of Beijing at present, which include the orientation problem of the public transport. the unchangeable price of ticket of the public transport for a long time, the lagging reform,low service quality of Beijing’s public transport. It is shown as operational inefficiency, the not good vehicle state of the public transport, bad comfortableness, low the information-based service level of the public transport.
    Secondly he analysed the strategy and measures of Beijing’s public transport. It included: 1.optimization with rational and scientific meatures to the existing public transit network;2.more than 3 billion yuan have been plunged in 2005 in vehicle updating, the public transit group will probably continue investing 4 to 5 billion yuan in next year and the year after next before Beijing Olympic Games; 3. in electronic information service, we should strengthen the invest, such as management command centre, service hotline, public transit network, electronic station board, etc; 4. the system of ticket and ticket price reform have already had scheme and policy; 5. we have transformed the respect in public transit station facilities and has already been set about optimizing design and construction; 6. strength the input in improving staff’s quality, improve the service, we have already made the three year’s professional plan for the Olympic Games and we are trying to carry it out. President Zheng answered the question about public transit station and website facility, company marketization, etc. Which was put forward by represent finally.

    In the speech, two main issues are discussed. Firstly, the characteristic of the ecological city traffic is analyzed. It carries out the thought that people first, including setting up the pleasant city for inhabiting, the requisition for the structural system of the traffic and layout; ecological city demand of economizing the land and traffic resource, building taking for the ttransport services in traffic, should solve the problem of traffic energy, stopping up environmental pollution, etc. While studying the ecological city traffic transportation system of economy-oriented and ecology-oriented should be chosen. The green traffic is also introduced. It proposes using green energy and the traffic should not be harmful to urban ecology; it should be huaman-favored and safe, economical and should meet the requests of outings, should be favorable to the sustainable traffic transportation system of social development in the future. When planning the traffic of the ecological city, it should first structure the ecological city traffic and develop a comprehensive transportation demand of transporting and sets up the hydropower station near coal-mine in order to economize transportation.
    The choise question of the city traffic mode has been especially analyzed while making the speech. It analyzed five kinds of city traffic modes of great international city throughout traffic development, namely : the city which the car fully develops; the mode which restricts car traffic; the mode which develops rail transportation on a large scale in order to drive the urban development; the mode which develops buses and the ones which put forward by Beijing,“Beijing traffic want with city land used for multi-way comprehensive traffic system mode.” But finally livability is emphasize and considered in the urban construction, there is no direct relationship between the economy city and the big city, and he big city is not the ecological city either. In addition, assistant director Liu XiaoMing answers traffic environmental protection and new energy development question that put forward by the guest.

    In the speech,director Zhao is the first director of the Traffic Committee of Beijing. Since it has been established. After setting up the traffic committee, Director Zhao feels one urgent problem of Beijing’s traffic is "stop up", but actually "stop up"is the superficial sign of a contradiction brought about by modernization, urbanization and motorization. "Stop up"has many complicated reasons. These reasons causing block up are analyzed. Beijing Traffic Committee has finished the planning of Beijing new comprehensive transportation system during the recent two years, it has also finished the composition of "Traffic Development Outline of Beijing". Four problems existing in Beijing’s traffic is analyzed: 1. The construction and planning of Beijing’s traffic are out of cadence; 2. The public transport development of Beijing lags behind and the foundation is very weak; 3. The traffic capital construction in Beijing does not form a complete set, even does not link up sometimes; 4. The problem of management exists in the traffic of Beijing. The existing problem is analyzed while making the speech,finally propose how to solve the traffic problems Beijing. She puts forward two great strategies to solve the problem in Beijing’s traffic; one is to adjust the overall arrangement of urban space, generalization the urban function in Beijing, namely national capital, international city, historical city, a city suitable for inhabitation; the other is to develop public transport, into a system which taking rail transportation as its backbone, conductiong five policies and seven major actions, accelerating construction of informationization and intelligence, strengthening the traffic legislation construction. The present road construction of Beijing is also introduced while making a speech. In addition director Zhao answers the questions from Beijing Jiaotong University and the Chongqing institution of transportation, about the development of public transit, traffic integrating and such questions as the strengths, weaknesses in Beijing’s traffic development.

    In the speech, be analysed the benefits that the Intelligent Traffic System should produce at first. He also analysed the benefits after Japan carried out the automatical charge system taking ITS charge system as an instance, and the effect that Japan achieved in the aspect of VICS system, meanwhile, in Europe and U.S.A. ITS is not so successful, which is refared to the operation way and social habit, Secondly, he spoken of the changed that informationization caused on traffic manage. Because the information of traffic vessel is all one-way function, as operators, they consider the question according to the network and capacity request and make the time table of running, as for the passenger and cargo owners, they must arrange their going out and transporting. We are already entered an ITS times, and we should arrange the network according to the user’s needs and the impact on the whole management, this are the changes that madern technology brings. Thirdly, he spoke of how ITS capable of saving investment. He showed the full-screen information boards of Beijing second ring road and third ring road cost much more money, and there is an idea of making the investment sparingly in Shanghai which is thought that on the information board there should be no unrelated information, and people are willing to find out traffic information easily. This proves that if the view is different, intelligent traffic technology and investment are different too. Fourthly, be talked about the relation between traffic and society. Society institution and state also take effect on technical application. For example, a comprehensive vehicle administration department in China is unnecessary to use the technology of integrated information platform again. Fifthly, speaking of suitable mathematics description and model for intelligent traffic evolution, he said because of the complicated relationship between traffic and society, how to find out practical mathematics description and model has not solved yet and we should continue studying. Researcher Wang XiaoJing answered the questions put forward by representatives finally, such as ITS development trend.

The system framework and agent structure based on multi-agent and information fusion technology are discussed.     Based on the analysis of the multi-objective attribute of the optimization route choice problem in urban traffic information center, a multi-objective programming model of route choice before travel is established. The solution of the model is a comprehensive optimization route, which can reflect the diversity feature of information demand and objective demand for urban traveler. The solution algorithm based on linear weighting method is proposed in this paper. The rationality and validity of the model is examined by an example.

    This paper analyzes two popular architectures in the existing WebGIS and discusses the existing problems thoroughly. The insufficiency in sharing geospatial information and function interoperability between different systems are the biggest obstacles to block the development of WebGIS. The seven-layered interoperation model of distributed geospatial information service based on the newest web technologies is proposed in this paper to solve the main problems of present WebGIS. Finally, a complete discussion and research are made theoretically, which aims at constructing a fundamental information framework based on distributed geospatial information service.

    Data gaps are always observed in freeway or expressway traffic data operation. The occurrence of “jump”in many data sets can be found in the relevant traffic flow parameter chart, such as in the flow and density chart. This phenomenon cannot be explained by the conventional speed-flow-concentration relationship, while catastrophe theory provided a rational way. The researches on data gaps at home and abroad were summarized. Based on an introduction of catastrophe theory, the development and current research on the application of the theory in traffic flow theory were generalized. Furthermore, the application prospect of the theory was forecast.

    Speed regulation of motor vehicles has widely affection to the living environment and standard of residents in urban areas. It is believed that lower speed of motor vehicles could decrease the traffic accident rate on road. This paper gives a brief review of speed regulation on urban transport. A quantitative assessment on indirect effects of speed regulation has then been discussed. The assessment covers three aspects. First, it analyses the value of time derived from speed regulation in urban areas. Secondly, it estimates the additionale missions resulted from speed regulation. Thirdly, it analyses and evaluates the capacity due to the implementation of speed regulation. The paper finally discusses the policy on speed regulation from viewpoint of sustainable development of urban society and some suggestions on speed regulation for different situations in China have also been presented.

    This paper first analyzes the problem of current calculating methods of the weights of indexes of the highway nodes’ importance, and the principal component analysis method is put forward as a new thought.With the principal component analysis, the information of original indexes is combined by proper principal component, and the correlation lies in original indexes is eliminated. The variance contribution rates of the principal components by analyzing are the weights of the new indexes of the highway nodes’ importance. At last an example is introduced with good results.

    Based on the study of the left-turn lane stop line, this paper discusses the relationship between the position of stop line and both the change interval and the saturation volume, which are the two critical influence factors of an intersection capacity. In the precondition of gurantecing the safety when vehicles cross the intersection, a model with the parameter of the distance between the left-turnl anes top linea ndt het hroughl anes top linei sc o. ns tru ct ed i n o rd er t oa chievet hem aximum of capacity, and the relative solution is offered. Last, through taking an actual intersection for instance, the thesis seeks the best position of the stop line, which proves that the model has good practicality.

    Considering the insufficient performance of existing logistics districts functions, this paper proposes a optimization methed of the logistics structure based on the theory of location advantage and economic relationship. The location advantage determined using the graphs theory and the benefit superiority of targets determined using the fuzzy theory. Then the logistic network optimization model is set up conjoined with graph theory-FUZZY logic, and finally come down to 0-1 integer programming. The feasibility of the model is proved by an instance of logistics network.

    Radio Frequency Identification(RFID) is a kind of wireless, non-contact automatic identification technology. It is communicated non-contactly by radio frequency to exchange data and identify objects. RFID has many successful applications in foreign countries, but it has not been used much in China. In this paper, the essential principle, character and frequency of RFID is introduced; and it is compared to barcode and magnetic card, then some applications of RFID such as Electronic Toll Collection System (ETCS) and Advanced Travel Information System (ATIS) are analyzed. Finally the future of RFID application is forecast.

    With the formation of expressway network, the expressway online monitoring system has been the inevitable trend of modern expressway development. However, for the lack of the unitive communication protocol of monitoring data, the. construction step of expressway online monitoring system is stagnant. Based on the analysis of the IEC-60870-5 protocol series, this paper discusses the system structure and data information of transformer substation system and expressway online monitoring system respectively. Considering the similarity of their system structure and data information, the transplanting of power telecontrol communication protocol to the monitoring system
    of expressway network is produced. In addition, the communication protocol of expressway online monitoring system, which mainly includes data unit identifier and information object of ASDU, has been drafted according to the data format and semantenne, defined by IEC60870-5-101 and 104. Meanwhile, a detailed ASDU format is also shown. The draft ofp rotocol, which adopts mature technologies, is of strong compatibility, high reliability, good applicability, large expansion and soon.

    Based on the characteristics of BRT-modernization, advanced level, low-expense and large-capacity, it was pointed out that the advantages of applying BRT in big and middling cities in China. This paper analyzed the present situation of road and public transportation in ChangChun City, put forward the network frame of constructing No. 1, No. 2, No. 3 and No. 4 BRT lines in ChangChun City, which forms the two-verticals-and-two-acrosses road network. Also, the paper proposed the methods of choosing vehicles and designing the buslane for BRT,etc.

    Based on the summarization of the state-of-the-art of the short-term traffic flow
    prediction methods, two short-term prediction models of traffic flow that include BP Neural Network and RBF Neural Network are discussed in this paper. The function of RBF model is studied chiefly and the optimum value of sc which is the model’s key parameter, is determined. Actual traffic flow data of Beijing ring road is predicted and analyzed by means of these two models. Experiment results show that both two models can satisfy the need of traffic flow guide. Contrastively, BP model is better than RBF model in precision, but RBF model has advantages obviously in learning rate and learning stability.
