    On Issuing the Summaries of National Middle/Long Term Transport Plans of China

    The traffic and transportation industry greatly relates to the economy development and the people’ s basic living need. Being the same with the economy development, the traffic and transportation industry of our country has experienced the transformation process from traditional planned economy to market economy. As the foundation of the country economy development, it is of the sub-public characteristics comparing to other industries. To really incarnate the national will into the supply of traffic and transportation product, following the rule of planning first for the construction project of current government, according to the grandiose goal of building a well-off society in an all round way, the National Development and Reform Commission cooperating with the Railway Ministry, the Communication Ministry and other Telated units composed the Middle and Long Period Plan of the Railway Network, the Freeway Network Plan, Rural Area Highway Construction Plan, the Coastal Port Plan of Yangtse River Delta, Pearl River Delta and Circled Bohai Bay(2004-2010), and the Intercity Rail Transit Network Plan of Bejing-Tianjin-Hebei Area Beside the Bohai Ocean, Yangtse River Delta and Pearl River Delta, which are instructed by the scientific development view, based on the full consideration of the resource distribution of land, population, etc. of our country ,and have been officially issued and brought into effect.
    These 5 plans mentioned abover eflect the combination of the national resource spatial layout and the allocation of the national productivity, show the direction and emphasis of the national comprehensive traffic system development from different view. And they realize how to act on the economy and technology advantages of various traffic modes, well distribute the transportation resource with the Chinese specific reality under the market economy, and moreover, give more prominence to performance and fairness, which has greatly important function of instruction on the speeding up the railway development, boosting the formation of comprehensive traffic network, accelerating the building of the regional modern comprehensive transportation system, reinforcing the general transportation service ability, raising the productivity level and service level of the comprehensive traffic in an all round way. Now, we excerpt and compile these contents of the plans as follow to serve the readers.

    Building Intelligent Traffic Managment System With Science and Technology for High Transport Service During the Olympic Games

    This paper is to discuss the exploitation and construction of the transportation systems for 2008 Beijing Olympic Games. From the point of scientific and technological Olympics, this paper illustrates several major works of scientific and technological transportation of the Olympic Games, and focuses on the five arguments as follows. First is to define the real need of Olympic transportation and to make up plans for the operation of its transportation. The second is by improving the means of management, to accelerate the exploitation and installation of the equipments used for the Olympic transportation. The third is, through the management of intelligent transportation, to provide high-quality transport services, and to set up the command and dispatch center \sub-centers, as well as the "122" transportation emergency calling center. The fourth is to improve the police outfit and to research and develop mobile communication vehicles, so as to guarantee the city\wide transportation and information coverage. The fifth is to equip all the police with digital wireless collective communication and hand-hold, in order to ensure the high efficiency of the command and dispatch system and the quickly reaction towards various accidents. Besides, this
    paper aims to set up special traffic lanes according to the distribution of places for Olympic activities. The paper also intends to explore the emergency reaction programs and the means of dispatch of the vehicles in such circumstances, so as to guarantee the in-time dispatch, in-time reaction and the unimpeded emergency traffic. Finally, the design on stadia and gymnasia and the information services for spectators have been advanced to realize the high-quality Olympic transportation services and to ensure that the 2008 Beijing Olympic Games to be a high-quality and satisfactory Olympics.

    An Improved Overtaking Model

    Overtaking is one of universal phenomena on highway, however, all the traditional overtaking models can not describe its qualitative and quantitative characters very well. Based on the overtaking model proposed by Xue Xinguo and Gu Husizhong, we in this paper present a new overtaking model in which we take into account some reactive delay time during the overtaking process, the safe distance for car-following and the relation between the distances of the two vehicles during the overtaking process. Finally, an example is presented to show that this new model can very well simulate overtaking phenomenon and accurately reflect some important qualitative characters and quantitative results during the overtaking process.

    The Application of Improved Genetic Algorithm in the Vehicle Scheduling Problem with Time Window

    Focused on the vehicle scheduling problem with time window and based on standard genetic algorithm, a new improved genetic algorithm was set up. In the new algorithm, local search ability is enhanced by adding hill-climbing algorithm; the constringency ability is improved through global-best-gene-protection strategy; and a self-organized mutation arithmetic operator is involved. The experimentation demonstrated that the improved algorithm can constringe fast, have the strong ablity of local-search and can avoid prematurity in a certain sense.

    The study on the impedance function of urban road in diferent grade is very important to the ITS. The paper firstly analyzes the characters of the expressway and the main-road in megalopolis, and gives out the form of their impedance function. On the basis of the observed date, the paper analyzes the relation between the speed and traffic flow on the section of the expressway and the main-road, then according to this relation, it discusses the characters of the impedance function and the form that they adapt to. As the keystone of all the paper, the delay of vehicles through intersections is emphasized. And then the paper constructs a unified model to compute the average delay of vehicles passing any type of intersections, designs a method to check it out, verifies it from real data researched, and proposes the models of the expressway and the main-road in urban.

    Analysis of Optimal Combination Model Among Competing Transportation Modes in Metropolis Commutative Field Corridors

    One of the most important parts in taking the best advantage of the traffic resources in the field corridor is the optimal combination among competing transportation modes. On the basis of fuzzy theory, the paper describes the combined judgment model about the satisfaction degree value that is reflected the service level of different traffic modes in the corridor based on the formatted mechanism of metropolis loops and the main characteristics of different modes optimal combination in the corridor. The traffic modes selective model and the other strategies are proposed in the paper based on the personal desire for passenger or owner. The results show that the strategies could offer the research basement for the next satisfaction rule model formatting and the comprehensive traffic planning in the metropolis commutative field corridor.

    This paper introduces the main ways of the optimization of traffic resources at intersections in cities based on the view of space design, and discusses those forbidding left-turning and puts forward three new methods leading left-turning traffic at intersection: 1. turning around at a section of highway; 2. special bus driveway; 3. structuring plane-crossroad with spur track. These methods will solve the problem that increases circumambulating-distance because of the forbidding left-turning of vehicles at intersection.

    This paper first provides an introduction to the background and definition of the Experimental Traffic Engineering Method(ETEM). Then, it presents its application steps in the design of traffic flow organizational plan, as well as the advancement of ETEM over the traditional traffic simulation. Subsequently, the paper discusses the application process of the ETEM including some proposed application details, by using the project “Traffic Flow Organizational Design of the Road Network Adjacent to the Public Transit Transfer Hub of the Satelite City Changping” as the case study. Finally, it summarizes some experiences obtained from the case study, indetifies the future development potentials of ETEM, and provides some suggestions.

    Based on the analysis of microcosmic environmental traffic capacity, the calculation model of environmental traffic capacity about the section of the highway is put forward through utilizing the box model of vehicle exhaust gas in this paper. In order to meet definite environmental quality criterion and achieve the highway capacity, reducing vehicle pollutant emission factor is took into account mainly, and its calculation model is concluded. At last, the environmental traffic capacity of a road in Beijing city is analyzed and calculated primarily. This model will offer some reference to the decision-making of urban planning, traffic planning and management.

    Through development of the city logistics public information platform, the streams of commerce, logistics and information are interactive in the support of such environment, which provides accurate and timely logistics service, promotes the efficiency and level of logistics running, presents the equal development opportunity and space for enterprise competition, reduces the product operational cost and promotes the competition capability, and provides the information channel and supports for the government management and adjustment for the logistics industry. The architecture and system model is first established through the technologies as information resource planning, commerce modeling, IT and supply chain management, commerce intelligence and decision-making, project management, organization management and electronic commerce, the operation flow is then carded and the information demand is figured out, and the logistics information standard and system model are presented, thus the logistics common information platform is developed accordingly. Based on these theory and methods,the intension and logical relationships of the logistics public information platform are first studied thoroughly, a unified and openness logistics public information platform is then fully described. The applicationdprojects tells us that the suggested constitution, service relationship and content of the logistics public information platform are helpful for the development of the logistics public information platform in city.

    Beijing is conducting modern traffic control system development. From previous experience, the openness, expendability and interoperatibility of the system will be deteriorated badly unless some standards are followed. So Beijing Traffic Management Bureau (BTMB) decided to develop their new system under certain standards. However, although some countries have issued relative standards, their Chinese counterpart is still in the process of being developed. Therefore, BTMB considered the feasibility to adopt NTCIP standards of US. This paper addresses one of paramount issues during system designing-telecommunication bandwidth analysis, which will be calculated based on the BTMB’s functional requirements. At last, it draws a conclusion that could promote the system development.

    Based on analyzing the progress trend and feature of China’s urbanization and analyzing the current development of China’s three major economic zones, the necessity of developing intercity railroad within three economicz ones is proposed. By analyzing precedents, it uses information
    spreading model to study the passenger transport sharing rate of guangzhou-shenzhen intercity railroad, and justifies that transit type intercity railroad is an effective transportation pattern which fits economic development and the need of passenger transportation. At the same time, the paper analyses the entering terms of developing intercity railroad within economic zones, and proposes related countermeasure suggestions of developing intercity railroad gradually.

    Traffic speed is strongly correlated to road safety. Road speed management based on information and advanced vehicle technology, such as Intelligent Speed Adaptation(ISA), provides a flexible solution. A European-wide collaboration is underway to investigate the potentials of ISA. This paper introduces the concept of ISA and the expected effects on traffic speed. It reports on the state-of-the-art in the technical implementation and deployment of ISA and in the investigation of the effects of ISA in road networks. Finally it presents a detailed methodology for a microsimulation analysis of the impacts of ISA in real-world urban networks.

    A Sustatinable Travel Model Choic Target for Beijing: What Can Policies and Strategies Achieve

    With the rapid economic growth in Beijing, the demand for travel is increasing continuously. A directly result of which is a continually surge in vehicle ownership. Travel mode share has changed significant during the period 1986 to 2000. The modal split surveys show that, in the past fifteen years, the share of public transport in total demand has decreased slightly. The main modal shift has been from bicycle to car travel. Reviews of the travel modal share situation in similar metropolitan cities around the world suggest that the key to success in managing the increasing travel demand is to adopt policies and strategies which aim to persuade people to choose a sustainable travel mode. Based on the existing traffic data collection and specialist surveys, a sustainable modal choice target has been suggested for Beijing. The policies and strategies to achieve this target modal choice are proposed in this paper which takes into account the experience in both the developed countries and other rapidly developing countried and cities.

    A Reliable Routing Algorithm With Real Time and Historical Information

    A traffic network with the following information structure is considered. The link travel times have probability distributions which are known from historical data. When the traveler arrives at a node, the actual travel times on the down streaming links are revealed to him. For given origin, destination, departure time and scheduled arrival time, the reliability of a routing strategy can be measured by the probability of arriving atd estination before scheduled time. In this paper an algorithm is provided for generating a route by taking into account both the historical statistical information and real time information. The route generated has maximum probability of arriving at the destination before the scheduled time, under the adopted information structure.

    Transport Bilevel Programming Problems: Unified Models and Algorithms

    This paper is concerned with a class of transport bilevel programming problems investigated by analytical analysis approaches. It begins with a state-of-art review on transport bilevel programming problems taking into account behavior of network users’ routing choice. These problems in reality can be classifies into two major categories: transport bilevel programming problems with deterministic user equilibrium constraints and transport bilevel programming problems with stochastic user equilibrium constraints. It is well recognized that the bilevel programming model or mathematical program with equilibrium constraints as unified modeling approach can perfectly characterize these two categories of problems. Nevertheless, induced bilevel programming models for the former category usually belong to a subject of nondifferentiable optimization problems, whereas that for the latter category becomes the continuously differentiable optimization problems. It should be pointed out that designing an efficient solution method for a nondifferentiable optimization problem is not an easy task. This study thus introduces the recent unified modeling approach for the problems in the preceding category, which aims at transforming a bilevel programming model into a single level continuously differentiable optimization problem. As unified algorithms, it can be seen that the augmented Lagrangian method and sequential quadratic programming method based on the sensitivity analysis for the stochastic user equilibrium problem are capable of solving any problem in the first and second categories. Finally, three examples are provided to demonstrate the unified continuously differentiable optimization approach.
