中国智能交通系统发展瓶颈分析及发展策略研究

Abstract: This study explores the bottleneck in developing stage and relative strategy to assist the ITS development in China. To identify the bottlenecks of ITS development in China, the paper analyzes the collected data, interviews people in transportation industry and conducts investigations to analyze and compare the policy, industry and technology. The data and analysis show that ITS in China is still in starting stage. Both users’ demands and attraction to funds are in great need, on the contrary, the ratio of related completed standards is less than 20%. The infrastructures construction is still oriented toward the governors’ view to reduce management cost and to promote the management efficiency with high attraction and priority. However, the products facing normal transport participants are restricted. The technical bottleneck, such as accurate locating and controlling of vehicles technology, needs to be improved. The combination of drivers, vehicles and roads still needs development in China.

摘要: 本文旨在探索中国智能交通系统发展瓶颈及其发展策略.通过数据分析、与业内人士访谈及问卷调查的方法,对中外智能交通系统发展历程中的政策、产业、技术、现状和需求等方面进行分析对比,提出发展中国智能交通系统最为关键的要素、途径和策略.相关数据和分析结果表明,中国智能交通系统处于发展起步阶段,用户需求缺口大、资金吸引力强,但相关的标准制定率不足20%;以管理者为目标,减少管理成本、提高管理效率为我国智能交通系统关注度、优先度最高的方面,面向普通交通参与者的智能交通系统产品相对被制约;存在技术瓶颈如车辆行驶的精确探测与控制仍在突破阶段,“人车路”相结合的智能交通发展理念相对国外仍有差距.
