摘要: “以人为本”是评价服务水平的根本。分析了铁路运输服务质量概念的内涵,从服务质量角度提出了评价运输生产设备能力的方法,建立在考虑服务质量水平下区段与车站能力的确定方法及具体评价参数模型。根据铁路区段、车站运输设备运用的特点,提出了确定设备运用服务水平的横向裕量和纵向裕量概念,论述了从负荷、延误、晚点恢复能力三个方面来评价区段、车站服务水平的理论依据,提出了按4个级别来确定铁路运输服务水平的具体方法。以株洲北编组站为案例,分析了如何提高铁路设备能力利用,提高运输服务质量。

Abstract: Human being is the most important factor in evaluating the quality of transport service. This paper analyzes the meaning of service quality of railway transportation systems. A new methodology is advanced to appraisal the capacity utility for railway facilities both on railway sections and stations. Based on the definition of railway LOSs, the paper constitutes the modeling of the capacity for railway facilities. Horizontal and vertical abundances have been advanced to describe the affection of facility utility on railway LOSs. Four LOSs and their theoretical evidences have then been defined to evaluate the corresponding facility utilities with considerations to railway loading, delay and restoration possibility. Finally, the authors takes the North Zhuzhou Station as an example to analyze its capacities and applications of equipments. A series of measurements have been suggested to improve the operations of the stations to better fit market environment.
