摘要： 对城市停车设施规划中的多属性决策问题，运用了基于UEOWA和ULHA算子的一些基本理论，将一些难以量化的模糊指标等运用语言数据来进行表达。确定了其评价指标，然后建立了基于UEOWA和ULHA算子的不确定语言多属性决策方法，可根据此方法的实际决策结果来确定停车设施规划的最优方案。最后通过一个简单的算例来证明该模型可行。

Abstract: This paper uses some theories based on UEOWA and ULNA operators, and uses the language data to express fuzzy indices, which was difficult to quantify directly on multi-attribute decision-making issues in city parking facilities. Evaluating indices are made sure, and then uncertain language multi-attribute decision-making method based in UEOWA and ULHA operators was set up. The optimal scheme of city parking facilities planning could be decided according to this model. Finaly, this feasible model was proved by a simple example.
