摘要: 国内城市在城市化与机动化发展进程中,由于按照“需求追随型”的供给策略,小汽车发展迅猛,公共交通发展形势不容乐观,城市交通拥堵问题日益严重。本文明确提出优先发展公共交通不但改善城市交通的关键,也直接关系到城市可持续发展。结合北京公交发展的实例,说明公交优先的关键在于明确公共交通定位、改变交通设施投资结构、整合系统资源并对小汽车采取需求管理等。

Abstract: In the course of urbanization and motorization, the supply strategy of following the demand has been used in many cities for transportation development. The result is that private cars have increased rapidly, public transport has deteriorated, and the traffic has congested badly day by day. It has been put forward definitely that public transport priority is the key not only for improving the urban transportation but also for the sustainable development of urban areas. The key points of public transport priority are confirming the public transport orientation, changing the supply strategy, integrating the resources and taking the traffic demand management strategy for private cars etc. An example has been shown to illustrate the practice of public transport priority in Beijing.
