运输需求视角的综合交通规划理论研究框架

Abstract: Based on the existing grave defects of integrated transportation planning theory and the premise of re-recognizing the transportation demand, the framework of integrated transportation planning research is established. This framework uses the transportation demand as the guidance. The resource and technology supply is treated as the constraint. Moreover, this paper tries to attain social and economic effectiveness maximization. Furthermore, the value movement is the logic thread. The new theory system has systematic innovation whether from theoretical point, or logic thread and evaluation standard. In additon, key variable selection and technical route are also the innovative point. It provides a new perspective and research approach for integrated transportation planning theory in new period

摘要: 针对现有综合交通规划理论体系存在严重的、难以通过局部修正予以弥补的缺陷,基于对现有综合交通规划理论的审视和综合交通规划实践的反思,在对运输需求重新认识的前提下,以运输需求为导向,以资源技术供给为约束,以社会经济效用最大化为目标,以价值流转为逻辑主线构建了基于运输需求视角的综合交通规划理论研究框架. 新构建的理论体系无论从理论基点、逻辑主线、评价标准,还是从核心变量选取、技术路线等都与现有的交通规划理论有着显著的差异,具有系统性的创新,为新时期综合交通规划理论提供了新的研究视角和总体思路.
