Abstract: Following the twenty-year rapid development in the last century, the toad infrastructure and urban traffic management has imporved quite a lot in China. Meanwhile, there occur new problems. The administration and engineers have tried efforts to solve them, most of
which have contributed to ease the traffic congestion and accidents. But some of them need more discussions.
This paper concentrates on the analyses of the current traffic problems in China’s cities and the imprtance of the basic measures of road traffic engineering. Further, it describes how to develop the urban Intelligent Transport Systems according to the special situations of
administration and organizations in China.

进.与此同时又出现一些新问题,例如交通拥挤和交通事故引起许多专家的广泛重视和探索，
本文重点分析了我国城市交通问题的现状以及道路交通工程基本措施的重要性.结合我国交
通管理和组织的特殊状况，提出了如何开发城市智能交通系统的建议.
