But some of them need more discussions. This paper concentrates on the analyses of the current traffic problems in China’s cities and the imprtance of the basic measures of road traffic engineering. Vehicle profit and road expense are calculated using zero-value profit method and cost incremental method. Axis load is converted according to rut evaluation system, more important, equivalent single axis load (ESAL) is introduced in calculating road expense. Consequently, ideal model of rational maxim axis load is established, which makes the problem of insufficient data or inaccurate statistics abstained, moreover the same time, the calculating procedure is predigested greatly.
