    Following the twenty-year rapid development in the last century, the toad infrastructure and urban traffic management has imporved quite a lot in China. Meanwhile, there occur new problems. The administration and engineers have tried efforts to solve them, most of
    which have contributed to ease the traffic congestion and accidents. But some of them need more discussions.
    This paper concentrates on the analyses of the current traffic problems in China’s cities and the imprtance of the basic measures of road traffic engineering. Further, it describes how to develop the urban Intelligent Transport Systems according to the special situations of
    administration and organizations in China.

    Based on a brief review on the railway development,the point of view that the key strategy for maintaining and improving the competetivity of railway in 21th Century is to transfer the railway transportation system to the railway intelligent transportation system (RITS)through the intellectualization on basis of infprmativization is put forward. The definition, features and general structure of the RITS is given and followed by the architecture and pattern of the development of RITS in China and the key technologies for constructing the
    RITS of China.

    Regarding vehicle and road as one system , rational maxim axis load is put for ward definitely in the paper. Vehicle profit and road expense are calculated using zero-value profit method and cost incremental method. Axis load is converted according to rut evaluation system, more important, equivalent single axis load (ESAL) is introduced in calculating road expense. Consequently, ideal model of rational maxim axis load is established, which makes the
    problem of insufficient data or inaccurate statistics abstained, moreover the same time, the calculating procedure is predigested greatly.
