    The paper introduces the contemporary system of science & technology and metasymhesis established by academician Qian Xuesen. The contemporary system of science and technology has a matrix structure which have eleven department of science and technology it, its row and three hierarchies in its column. The meta-synthetic is a methodology and consist of meta-svnthetic engineering and hall for workshop of meta-synthetic engineering. Here also discusses their applications in practice.

    enhance the security of vehicles by using vehicular location in freightage. Through mobile communication devices, management centers and mobile vehicles transfer data bi-directionally.Having known the vehicles’ position and statement information, management centers can
    attemper the vehicles and manage the cargo-flow better. Bases on the CPU in the smart card and the special COS(Card Operation System) for charge management of toll highway, it can
    achieve "One card for all" in the fee collection of highway.
