摘要: 市场化背景下政府公交行业管理部门和公交运营企业之间的关系发生了变化,政府需要调整职能从而适应市场化的发展,推动市场化的进程.规划是政府的重要的宏观调控职能,市场化的背景下,原有的规划模式一定程度上束缚了市场的发展,因此,如何把握好宏观调控和市场发展之间的关系是本文研究的主要内容.文中针对市场化的发展对城市公共交通行业的影响,提出了统一监督、分层规划、投标竞争的规划模式以适应其发展.文中针对线网规划的实际内容,分析了不同主体在线网规划过程中的职能调整和协调工作机制.

Abstract: With the development of market economy,the relationship between governmental sectors and operating sectors has changed. The government must adjust its functions so as to accommodate and push the process of market economy. Planning is one of the important functions of government and under market economy the original planning pattern limits the market in some ways. Therefore, this paper tries to explore the relationship between the macro-control and market development. In this paper, a new planning pattern is put forward, which is characterized as central supervision, stratified planning and tendering competition. In this paper, how to coordinate different organizations in network planning is also described.
