常规公交线路调整方案评估方法

摘要： 随着城市轨道线路的开通运营，常规地面公交线路也需要不断地调整来满足变化的客流需求. 提出单条公交线路调整方案的预评估流程及方法，包括从客流均衡性、设施供给平衡性、线路几何合理性以及线路之间协调性等准则建立评价指标体系，利用模糊综合评价法进行调整方案的综合评价. 对撤销方案进行预评估实例分析及实施后的效果分析. 结论可以为公交运营企业是否实施该方案以及为政府管理部门审批提供参考.

Abstract: The bus network should be changed to accommodate the equilibrium of supply-demand when the subway line starts operating. This paper presents an evaluation method for the adjustment scheme of bus lines, and puts forward an evaluation index system based on the objective of the equilibrium of supply-demand for the passengers, the equilibrium of supply-demand for the public transport facility, the rationality of geometry for the bus lines and the co-harmony among the bus lines. Whether or not the adjustment scheme of bus lines will be proposed to implement is decided by analyzing the result of comprehensive evaluation, such as fuzzy comprehensive evaluation (FCE). A case study about deleting a bus line in Beijing is provided to illustrate the proposed procedure, and the operation situation after implementing the scheme is analyzed. The method and the evaluation conclusions will be useful for decision-making.
