Abstract: Freight transportation has been caused great deal of traffic impacts and environmental pollution on the local urban district．To learn about freight transportation rules and characteristics of distribution activity，the authors firstly analyze the total characteristics of transportation in urban central commercial district．Secondly，the authors make a survey and analysis about freight transportation rules．Thirdly，the authors probe into traffic effects and assess the existing policy and measures of urban freight transportation regulation．Finally，preliminary considerations about realistic significance of common distribution have been made．The analysis above provides foundstions for establishing the policy and measures relevant to freight transportation regulation．The object of survey and investigation is the road network in Huangpu District of Shanghai．

摘要： 货运车辆的运行已对城市的局部地区产生了一定的交通影响和环境污染，为掌握城市商业中心区的货运交通运行规律和配送行为特点，论文首先分析商业中心区的总体交通特征，接着对商业中心区的货运交通运行规律进行调查分析，进而剖析并总结商贸物流所产生的配送行为与交通特征，进一步对现行城市货运组织管理政策和措施进行评估，并对共同配送策略的实践意义进行了初步思考。这些分析为城市制定相关的货运交通组织管理政策和措施提供依据，论文以上海市黄浦区局部路网为调查研究对象。
