    LOU Yan-Jiang, MA Yan-Li, HAN Li-Fei
    2012, 12(3): 1-5.
    Abstract ( )   PDF (365KB) ( )

The rapid development of economy puts the requirements for a integrated transportation system with perfect functions and reasonable structures. Reasonable forecasting and planning of regional comprehensive passenger transportation structure benefits for avoiding repetitive construction of traffic facilities and then reducing the waste of resources. Based on the theory of Markov, the paper forecasts the structure of the regional integrated passenger transportation and proposes the structure development model based on the Markova chain. The integrated transportation data in Heilongjiang province of China are used to illustrate the future passenger structure prediction. Results show that the position of water transportation in Heilongjiang province is gradually being replaced by other transportation modes. One part of the railway passenger volume is transferring to highway. Except water transportation, other four passenger transportation modes have no big changes on share ratio, but the share of civil aviation decreased. The reliability of the predicted results is finally verified based on Markov Chain. The prediction results can provide decision-making advice for managers to some extent.

Game Analysis on Coupling Effects of Private Car License Plate Auction and Congestion Charge
    FENG Su-Wei
    2012, 12(3): 6-11.
    Abstract ( )   PDF (579KB) ( )

As the unique city to conduct private car license plate auction in China, Shanghai gains rich experiences and great demonstration effects in regulation practice. After this policy has run for decades, the auction price climbs extremely high and more people tend to use nonlocal plates, which results in a decline policy performance. This paper first points out the reason for efficiency loss lies in the wide gap between relative travel rights and relative owning cost relating to local and nonlocal licenses. Second, with game analysis, it analyzes the coupling effects of congestion charge as a comprehensive and supplementary policy to plate auction. The result indicates that if the congestion charge objects focus on those using nonlocal licenses, people with high time value usually commute earlier to avoid the charge, while those with low time value remain on the road. Finally, sequential game analysis shows that under such policy coupling background of plate auction and congestion charging, the choices of local licenses will finally increase and new congestion will appear. A feasible measure should be setting up different charge rates to local and nonlocal licenses.

    2012, 12(3): 24-30.
    Abstract ( )   PDF (775KB) ( )

Real-time arterial travel time estimation has been a very challengeable task due to the complexity of urban street traffic behaviors and lack of high resolution and high quality data. However, travel time information is considered as one of the most important tools to manage arterial flow. This study developed a series of data processing methods to estimate arterial travel time and LOS based on realtime BRT bus data and signal timing data. BRT buses have a few advantages over local buses to serve as probe vehicles to measure arterial performance. A few data processing procedures were introduced in this paper to estimate the arterial travel time by converting bus trajectory to general traffic travel time. The arterial travel time is estimated by adding the bus queuing delay, average traffic signal waiting time and freeflow travel time. To verify the effectiveness of the developed method, a field test was conducted. The Valley Transportation Authority (VTA) BRT buses together with IntelliDrive corridor were selected as the data sources. The testing results demonstrate that the proposed method estimated arterial travel time and level of service well based on BRT probe data and traffic signal data. The root mean square error (RMSE) and root mean square percentage error (RMSPE) for the estimation of travel time are 49 seconds and 9%, respectively. The accuracy for the estimation of LOS is 73%.

Stochastic Traffic Assignment Considering Road Guidance Information
    LI Jun, HUANG Lin
    2012, 12(3): 31-35.
    Abstract ( )   PDF (525KB) ( )

A Logit-based stochastic traffic assignment method considering the acceptance of traffic information is proposed to evaluate the impact of road guidance information on flow patterns. Travelers are divided into two groups by market penetration, namely, one group following the guidance information and the other one choosing routes normally for which a Logit-style choice model is applied. A mixed stochastic network loading algorithm according to the mixed behavior is proposed, and the method of successive average (MSA) is then employed to assign traffic in congested network. The numerical examples show that proper information can improve network performance and there exists a best market penetration for given OD. It is found that the best market penetration increases when traffic demand becomes higher, and overall network time can be reduced even more by adding guidance properly.

    Abstract ( )   PDF (825KB) ( )

In massive dynamic traffic flows, it is very common to see the cars moving in a queue. In some scenarios, these cars are regarded as accompanying cars and suspected of gang crime support each other when that condition occurs in a high rate. It is very important to identify the accompanying vehicles as early as possible and to reduce potential risks of road traffic system and to reduce roadrelated public security cases and criminal cases. Based on the automatic license plate recognition database and data mining technology, this paper proposes a set of algorithms in identifying accompanying cars and a field test is conducted. The results demonstrate the performance of the algorithm with effectiveness, low detection error, wide application and capability for further investigation.

    2012, 12(3): 41-45.
    Abstract ( )   PDF (447KB) ( )

Based on characteristics parameters analysis, some indexes of the state monitoring on urban traffic congestions are defined. By establishing the urban traffic network model, this paper designs a quantitative analysis flow of space-time congestion monitoring of road network based on the multi-dimension theory. Then, it uses three space-time parameters to study the traffic jams monitoring model of road traffic network. Aimed at resolving the quick measurements and control of traffic congestions, a real-time decision support model which can timely reflect traffic congestion situations is developed. The results show that this real-time decision support model can take place of traffic engineers’ management works and raise the efficiency of congestion management. To quickly identify the non-recurrent incidents during peak period, an auto-identifying algorithm of urban traffic congestion is designed. An improved multi-dimension monitoring algorithm and interconnected model are proposed to identify the traffic congestion and its diffusion. The application results reveal the validity and maneuverability of the study, and a foundation for developing the decision support system is thus provided for urban traffic congestion management.

    ZHANG Ao-Mu-Han, GAO Zi-You
    2012, 12(3): 46-51.
    Abstract ( )   PDF (714KB) ( )

Traffic incident which will lead to nonrecurrent congestion impacts greatly on the normal operation of urban traffic system and the propagation of congestion will reduce the capacity of a large number of links in the congestion area. Therefore, it is necessary to explore the incidentbased traffic congestion control strategies. This study presents the design of the advanced traffic information systems (ATIS) strategies under incidentbased traffic congestion. A bilevel programming model is proposed to describe this problem. The upper level problem is to minimize the total travel cost of trip makers and the ATIS operation cost in view of traffic management agencies. The lower level problem elaborates travelers' dynamic route choice behavior under ATIS. The propagation of congestion and vehicle flow in the link are simulated by the cell transmission model (CTM). The genetic algorithm is used to solve the proposed bilevel programming model. Computational results show that the optimal ATIS strategies are able to effectively alleviate the incidentbased traffic network congestion and improve the system performance of traffic network.

Examination of the Factors Influencing the Clearance Time of Freeway Incidents
    GHOSH Indrajit
    2012, 12(3): 75-89.
    Abstract ( )   PDF (1238KB) ( )

Traffic incidents are the primary cause of delay in urban settings, reducing capacity and creating risks for both motorists and incident response personnel. As incident duration increases, the risk of secondary incidents or crashes also becomes a problem. In response to these issues, many communities have initiated incident management programs aimed at detecting, responding to, and clearing incidents in order to restore freeways to full capacity as quickly and safely as possible. This study involved the development of fully parametric hazard duration models to examine those factors impacting the time required by the Michigan Department of Transportation’s Freeway Courtesy Patrol to clear incidents that occurred on the freeway network in metropolitan Detroit. These models were developed using traffic flow data, roadway geometry information, and an extensive incident database.Four fully parametric hazard duration models are developed, each assuming a different underlying probability distribution for the hazard function. In general, each modeling framework provided similar results, though a log-logistic distribution is shown to provide a better fit for the incident clearance data in comparison to other distributions.Various factors were found to significantly affect incident clearance time, including the time of day and time of year at which the incident occurred, the geometric and traffic characteristics of the freeway segment, and the characteristics of the incident.

Analysis of Downstream Queues on Upstream Capacity Expansion of Urban Signalized Intersection
YU Xin, Goro Sulijoadikusumo, Panos Prevedouros
    2012, 12(3): 98-108.
    Abstract ( )   PDF (1043KB) ( )

Signalized intersection is a fundamental component of an urban transportation system and appropriate treatments for intersection related congestion and safety issues are increasingly growing in importance. The most direct and intuitive approach to alleviate the recurring congestion is to cope with the peak hour disparity between travel demand and supply at the bottleneck intersections by expanding intersection capacity. However, intersection treatments such as adding lanes, turning movement restrictions, and grade separation that were traditionally applied to improve intersection capacity may not realize the expected benefits of relieving congestion and reducing delay as the traffic conditions at the downstream intersections can be greatly deteriorated by increased upstream arrivals. Additionally, the extended queue generated from downstream intersections can spill back into the upstream intersection and diminish the performance of the upstream treatment. This phenomenon is frequently observed in large urban areas where the traffic volume is heavy, intersection spacing is short and cycle length is long. This study was conducted to provide traffic engineers with a simple, practical and stepbystep analysis method to identify the occurrence and the type of queue spillback (Cyclic and Sustained), to determine the effects of downstream queues on upstream capacity, and to select the best capacity expansion treatment. The theory and methods for measuring the consequence of downstream queue effects and quantifying the potential capacity cutoff are developed based on the updated queue size and intersection capacity estimation methodologies for signalized intersections in the Highway Capacity Manual 2010 (HCM 2010). A spreadsheet-based computational tool was developed to assist in the process of capacity constraint identification and calculation. Acase study is presented to demonstrate the practical use of the analysis method. 

    Abstract ( )   PDF (696KB) ( )

In this paper, the air freight network in China is systematically clustered with the three key indicators of pointdegree centrality, middle degree centrality and close centrality of complex network theory based on field air freight transport data. The air freight network is also analyzed from the city, regional and airline. The results show that the distribution of the air freight network in China is imbalanced and has a very clear four hierarchy of hublevel city, regionallevel city, middlelevel city and edgelevel city. The vast majority of air freight, routes, movements, navigable cities concentrated in a few urban and regional cities, and the freight transportation of other cities mainly depend on transfer from the central cities. Reasonable establishments of new routes and navigable cities are rather essential to improve the capacity of air freight hub cities.

    2012, 12(3): 129-134.
    Abstract ( )   PDF (450KB) ( )

The regional logistics research and forecasting is helpful for grasping the regional logistics demand, enforce relative balance between supply and demand of regional logistics and improve the quality of regional logistics planning and operational efficiency. To realize the complementary advantages of two algorithms, this paper introduces the fuzzyrough set theory into regional logistics forecast. It develops a model for regional logistics forecasting based on the fuzzy rough set and SVM. It then applies the fuzzy rough set as a frontend processor for data reduction and eliminates the redundant information. Because the SVM for processing data in the data reduction cannot be easily simplified, this paper proposes a forecasting method of regional logistics based on the fuzzy rough set and SVM. Before processing the sample data by SVM, the data is used to enlarge the capabilities of fuzzy rough set on original data samples for preprocessing. The results show that this prediction method has good accuracy and effectiveness.

    2012, 12(3): 147-153.
    Abstract ( )   PDF (488KB) ( )

In many hazardous events, traffic demand is one of the key factors significantly influencing the regional evacuation route planning effect. This paper considers the different process of the loading and dispatching between heterogeneous dynamic traffic flows in the actual emergency evacuation process. First, a minimum cost flow model based on two heterogeneous dynamic traffic flows of evacuees and emergency supplies is developed. Second, a heuristic algorithm based on the minimum cost path and time extension is designed to solve the problems of two heterogeneous flows which cannot be dispatched with mixed and network flows change with time update. Finally, a case study is conducted to validate the feasibility and efficiency of the model and algorithm. The result shows that human response behavior affects the evacuation times, the degree of congestion and the amount of directed path. Meanwhile, adjusting the emergency supplies’ loading time and quantity according to the different evacuees’ response behavior parameters can effectively reduce the evacuation time. 

    CHEN Ken
    2012, 12(3): 154-158.
    Abstract ( )   PDF (368KB) ( )

The optimum selection of performance based navigation (PBN) flight procedure design scheme is rather important to the enhancement of capacity of terminal area, and to the work quality and efficiency of air traffic management and flight safety. However, in practice, the optimum selection is often made by experts based on their specialized knowledge and experience. This humanmade selection in most cases could be biased or not optimum. To make the optimal selection of PBN flight procedure design schemes more effective and reasonable, this paper proposes an evaluation index system of PBN flight procedure design schemes, and develops a multiattribute decision making model based on relative superiority degree. In this model, the attribute weights and index values of each scheme are interval numbers. The interval numbers are used to compute the relative superiority degree of corresponding scheme. The optimal scheme is determined by finding the greatest relative superiority degree of alternatives. At the end of the paper, an example shows the model applications on selecting the optimal PBN flight procedure scheme. 

    2012, 12(3): 170-173.
    Abstract ( )   PDF (343KB) ( )
Traffic accidents with female drivers involved increase year by year. Because of the physiological and psychological differences between male and female drivers, and the female driver’s response ability against the emergency is not as good as male drivers. Therefore, it is an effective way to reduce traffic accidents by improving the stress response ability of female drivers. This study explores how to improve the stress response ability by training. Several female drivers are selected to drive by simulator wearing physiograph on basis of dynamic stereotype. The ECG parameters of the subjects are simultaneously detected by physiograph. The experimental data are compared and analyzed. The training standards on different emergence driving scenes are made as well. Then, the key stress factors are identified by comparing females to males. The results reveal that the regression model is effective to explain regular pattern of training times and heart rating. Gender is significantly important to stress response ability research. The stress or infers to jaywalkers is the most crucial factor. There is no gender difference between Stadia limited and emergency braking of leading vehicle. More training in key stress factor scene is helpful for improving the stress response ability of female drivers.

    Abstract ( )   PDF (405KB) ( )
Searching and collecting travel information is important for drivers to make travel decisions. To get the characteristics of drivers’ travel information searching behaviors, the paper takes an example of Kunming with 412 samples. Two structural equation models (SEM) are developed to explore the path relationships between various variables. First, the mechanism of interaction among personal attribute, information origin factor, environment factor and searching behavior of car drivers are presented. Second, the searching behavior of car drivers is simulated. The results indicate the distinctions between different information origin and searching behavior which result from various car drivers’ attributes. The driver’s searching behavior is significantly influenced by the cognition of travel information and the choice of information origin. Moreover, the process model of the searching behavior of drivers is affected by drivers’ attributes and travel information demand.

With the rapid development of China’s urban subway system, the management of subway construction in property and information faces a challenge. The paper points out the deficiencies of existed subway management modes based on years of management experiences and analysis of alternative information. For instance, the overcomplicated management leads to frequent flow of information, which extremely decreases the efficiencies of project work and information transmission. Based on the traditional management modes and the above findings, this paper proposes that the information technology can promote the realtime information to be collected, processed, transmitted and shared with high efficiency. It also decreases the repetitive informationprocessing work load and creates a set of new management system. By analyzing the functions of this new system, the study presents an independent information system framework, which will ultimately help the project management of construction and information technology, and improve the efficiency of information processing.
