    The urbanization in China has entered into a stage with rapid expansion. The progress of urbanization drives the population and industry to aggregate in the urban areas. The continuously enlarged size of population and space scale will inevitably lead to a dramatic change of spacious structure and functional layout of a city. Under this background, the 29th conference of “Traffic and Transportation Forum 7+1” discussed the coordinative development of urban land use and transport systems. The strategy and policy guarantees for city and urban agglomeration transport development are examined and a future direction is proposed: to realize the seamless connection among urban transport, regional transport and different transport modes, based on the large integrated transport hubs. It also analyzed the schemes and measures related to transport demand and supply. It is emphasized that only the sustainable transport strategy and policy with full consideration of its relationship with energy and environment can ensure a smooth, healthy and sensible development of the urbanization.

    Complex Dynamics for Airlines’ Price Competition with Differentiation Strategy

    To investigate the complex dynamics for airlines’ price competition, this paper proposes a price competition model of airlines with differentiation strategy and with the theory of bifurcation of dynamical systems. The existence and stability of equilibrium points of the model are discussed according to dynamic stability criteria. The complex dynamics of this model in different market parameters are shown though numerical simulation. The simulation results show that the speed of price adjustment has a significant impact on the stability of the model, while the speed of price adjustment is larger than critical value, and the phenomenon of bifurcation and chaos will appear on the dynamic system. Compared with the Nash equilibrium profits, all airlines’ profits are decreased obviously when chaos is occurred. Differentiation has an important impact on airlines’ price and profits, it’s helpful to have more competition advantage that to keep and strengthen the differentiation advantage against the competitors.

    Experiences from Spatial Layout of Integrated Transportation Hubs in Tokyo

    The railwayled integrated transportation hub is not only an important node in the national integrated transportation network system, but also an important part of the urban transportation network. This paper selects the railwayled integrated transportation hub as study object and the world city Tokyo for comparison. It first compares the spatial structures of Beijing with Tokyo and summarizes the overall developments of the transportation hubs both in these two cities. After that, the paper analyzes the differences between Beijing and Tokyo during the development process of the integrated transportation hub, from the aspects of the relationship between the transportation hub and the layout of urban functions, the relationship between the transportation hub and the surrounding land use, and the delicacy design of the transportation hub. Finally, with the adjustment of urban space structure in Beijing and the future demands of urban transportation development, the paper proposes several suggestions on the development of the integrated transportation hub in Beijing on the level of the concept, planning and construction.

    Inter region Correlation Model for Road Transportation

    It is essential to accurately calculate the scale and structure of interregion road transportation and grasp the tendency and characteristics of regional road transportation. It also lays the foundation for making out the regional traffic development program and regional transportation development policy. Because of the limitation of management system and statistical techniques in China, the road transportation volume statistics are usually based on sample investigation of local vehicles. This makes the results cannot mach well with the actual local economy development. It is not able to reflect interregion exchange of road transportation. As the repaid economy and society development, interregion flow of personnel and cargo is more frequently and important. This places an urgent need of statistical approach that can reflect the interregion road transportation correlation. This paper develops an interregion correlation model for road transportation with a flux and flow direction matrix. This model provides a quantitative method to analyze demand and supply of interregion road transportation and estimate the regional road transportation volume.

    Impact Factor Calculation Method of Vehicle Productivity

    Automobile productivity is a comprehensive index of transportation management. Factor analysis is an approach that examines impacts of factor changes on the targeted index, which can be adopted to help automobile production management. Based on the function analysis, this paper evaluates typical analyzing methods for automobile productivity indicators. The relationship between the productivity indicators and impacting factors are analyzed and the calculating method is proposed considering three basic structures: the summation indicators, multiplication indicators and division indicators. This method takes full consideration of the changes of related factors and is able to generate the unique result. The result is proven to accurately reflect the actual conditions. At the last section, the case studies are conducted and elaborated in detail.

    Network Design Problem with Uncertain Construction Costs

    The transportation network design problem is an important component of transportation planning theory.With consideration of limited financial resources and travelers’ decisionmaking behavior,it aims to develop the optimal investment strategy.In this paper,a novel network design problem under uncertain construction costs is proposed.Based on the robust optimization method,the budget investment constraints are improved to overcome the limitations of the existing approaches.A global optimization algorithm based on a limited generated method is developed for solving the mixed integer linear programming. A series of comprehensive computational experiments show that in transportation network design problem, the proposed robust optimization method can provide more reliable solutions than the traditional deterministic optimization methods.

    GPS Dynamic Filter Algorithm Based on Lifting Wavelet Transformation

    It is difficult to establish a precise mathematical model of dynamic filtering for vehicle GPS navigation with Kalman filtering. And the traditional wavelet transformation has some shortness in real-time processing. This paper proposes a GPS dynamic filter algorithm based on the lifting wavelet transformation (LWT). It first decomposes the vehicle GPS navigation signal with the LWT. Then,it detects, eliminates and corrects the signal’s gross error at different LWT resolution levels with statistical 3σrule and polynomial interpolation method. The signal’s noise is de-noised at different LWT resolution levels with modulus square soft-threshold de-noising method. Finally, the algorithm realizes real-time dynamic filtering for the vehicle GPS navigation system through reconstructing the de-noised LWT coefficients. The simulation results show that the algorithm is more effective than the Kalman filter in positioning precision. Compared with the traditional wavelet transformation, the speed is doubled for dynamic filtering even though the proposed algorithm only has little advantages on the positioning accuracy. Therefore, the algorithm is available for vehicle GPS navigation system.

    Bus OD Matrix Estimation by VISUM Model:Case of Xining of China

    The origindestination (OD) matrix is important for transit line planning and optimizing. It also provides an effective way to get the bus OD matrix data. However, the studies on city’s whole transit lines are still very limited. Based on the boarding, alighting and thorough passenger data of every bus line in Xining city, the paper develops a bus OD matrix estimation model with VISUM by the equal alighting probability and probability related to riding distance. In this model, the OD matrix of traffic zone is estimated from each bus line. Then, the reliability of the OD matrix estimation is analyzed by comparison of two kinds of roadpassenger flow: one is obtained from traffic assignment, and the other comes from traffic survey of bus line. The result indicates that the OD matrix estimation by method of equal alighting probability is accurate and effective. Finally, it draws the conclusion that the alighting probability at bus stop is influenced by many factors, and its mechanism should be analyzed and used reasonably.

    Multiple Emergency Vehicles Signal Priority Control Based on MultiAgent Approach

    Aiming at the signal priority problem that emergency vehicles from different directions have to pass the same intersections in the certain time period, this paper presents a signal priority control system for multiple emergency vehicles based on multiagent. It considers the phrase agent and management agent and coordinates the modules of various agents by the fuzzy inference technique. Based on the multiagent software, Starlogo, a case study of emergency signal control at a typical intersection are conducted. The results show that the emergency control policy presented in this paper can ensure the priority of emergency vehicles and minimize the interferences from other vehicles. The result is helpful to improve the efficiency of emergency rescue in urban areas.

    This paper proposes an effective bus arrival time forecasting algorithm based on historical records and modified by real time status. The algorithm takes into account of the offline and online prediction, which is able to reduce the complexity of calculation on server. Based on GPS real time information of bus status, the realtime bus status is obtained on the Finite state machine model on the server with the application of the Java EE, JSP, MySQL Database. A centralized, enterpriselevel, mobile device oriented and request response based comprehensive system Android operating system technics is established to release the bus arrival time prediction and send the predicted information of bus status to user’s mobile device At the last section, the system is tested at No. 18 Bus line of Lushun District, Dalian, China, which demonstrates that the algorithm performs well on the system.

    Clustering Algorithm of WSN in Traffic Information Collection

    Wireless sensor network is an important tool to collect realtime traffic information. Because of the limited node energy, it is essential to design an energyefficient clustering routing algorithm to prolong the network cycle. This paper establishes an intelligent transportation model in the application of wireless sensor network. According to the characteristics and requirements, the paper analyzes both the advantages and disadvantages of LEACH agreement and proposes an improved clustering algorithm with energy loading balance. The algorithm considers the residual energy and position of cluster head node and then improves cluster head electing mechanism of LEACH agreement. It establishes multiple hops routing mechanism between clusters to avoid energy consumption as for single jump. A method for cluster’s reconstruction is also presented to avoid unnecessary energy consumption as for frequent reconstruction. The results show that the proposed algorithm can effectively balance the consumption distribution of node energy, extend node and network life cycle. It can perform well in the intelligent transportation systems (ITS) based on WSN.

    Identifying Boarding Stops of Bus Passengers with Smart Cards Based on Intelligent Dispatching Data

    To apply smart card data to the analysis of bus passengers travel characteristics. The paper proposes the method to identify the boarding stops of smart card passengers. Taking the advanced public transportation systems (APTS) of Nanning city in China as an example, the paper collects the operation data of automatic fare collection system and intelligent dispatching system. Then, it establishes APTS data analysis platform applying data warehouse technology. The paper also presents the method of identifying boarding stop by matching the data of intelligent dispatching system and automatic fare collection system. The accuracy of the method is analyzed and the algorithm is illustrated. Finally, the algorithm is tested on mass field data. The results show that the accuracy of identifying boarding stops of smart card passengers reaches more than 98%, the algorithm efficiency meets the requirements of practical application, and the method can be used for the planning and management of public transportation system.

    Passenger Preference-based Route Choice with Real time Transfer Guidance Information

    Route choice behavior of passengers is explored based on their preference for different routes and with realtime transfer guidance information. Dynamic updating mechanism for the waiting time is developed according to realtime guidance information with uncertainty. Then, the passengers’ initial preference for different routes is amended. A passenger preferencebased probability model for route choice is proposed. Finally, the feasibility and validity of the model are demonstrated through a numerical simulation, and the influence of weight coefficients of waiting time and riding time is discussed. The results show the realtime guidance information has some impacts on passengers’ initial preference and their route choice behaviors.

    Urban Taxi Goodness Index and System Implementation of GIS

    The main scheduling strategy method of existing taxi operation system focuses on the location and possible distribution of idling taxies, which leads to problems as low operation efficiency, high idling rate and long passenger waiting time arise. The taxi operation system encounters a great challenge without a comprehensive evaluation system. Using the floating car data (FCD) and geographic simulation platform, this paper proposes a system to quantify the goodness of existing urban taxi system and the relationship between supply and demand with the assistanceof GIS technology. This evaluation system reflects the overall operation and efficiency in aspects of urban road network, passenger and taxidriver satisfaction, contributing to improving the organization and operation. Based on the onemonth data obtained from Shenzhen (Dec., 2011), China, an empirical example is provided in the environment of ArcGIS 10. The system performs a good multidimensional analysis about the existing system, which consequently assists to improve future management efficiency of urban taxi system.

    Timing Oversaturated Signals: What Can We Learn from Classic and State of theArt Signal Control Models

    Many signalized intersections in the United States are operating in oversaturated conditions during the morning and afternoon peak hours. Unlike undersaturated intersections, for which many wellestablished theories and signal timing policies have been developed, consensus has not been reached with regard to the control philosophy and timing strategy of oversaturated signals. For an isolated intersection, a common belief is that timely and efficient allocation of green time among the intersection approaches is essential to optimize traffic flows. A couple of the studies in the past have resulted in reasonable control policies that could possibly be implemented. However, the advantages and limitations of these strategies remain unrealized due to a lack of effective evaluation. This paper conducts an indepth investigation to the characteristics and applicability of the control policies through thorough examination of two typical groups of classical models. The performance of the classic models is then compared with the latest versions of TRANSYT7F and Synchro, upon which guidelines are made for effectively implementing signal control polices for oversaturated intersections.

    Intercity Train Operation Schemes Based on Passenger Flow Dynamic Assignment

    This paper summarizes the research status of intercity train operating scheme. To precisely describe the interaction between passenger flow and operating scheme, it proposes assumptions of system closure, train type division, passenger flow dynamic assignment and selecting priority during the process of establishing model. Based on these, it describes relative variables and formulates the passenger flow dynamic assignment model to reflect the conversion process of different passenger types. Then it develops a multiple objective programming model considering maximum railway department revenue, the smallest passenger total expenditure and the maximum passenger demand. It also uses the genetic algorithm to solve the established multiobjective 01 integer programming model. Finally, a numerical example is provided to illustrate the effectiveness of this algorithm of model.

    Perception Updating Based Stochastic Dynamic Assignment Model

    Traffic network systems endogenously display both stochasticities and dynamics with vehicle flows formed from aggregated travelers in response to their previous experiences and the information provided by Advanced Traveler Information Systems (ATIS). In consideration of the day-to-day trip-making decisions of travelers, a perception-updating-based stochastic dynamic assignment model is proposed to describe the evolution of the traffic network flow pattern. In this model, the route flows are treated explicitly as random variables and the distribution of them is proved to asymptotically converge to a stationary probability distribution. A simulation algorithm is developed for implementing the model. Numerical results under two scenarios, with and without ATIS, are also provided for comparing the stochastic dynamics of route flows.

    Optimal Offline Cycle Length Model Based on Online Bus Priority Demand

    Cycle is one of the most important parameters of traffic control system which has many effects on the delay of buses. The basic requirement of bus signal priority is to decrease bus delay at intersections. First, the optimal cycle length model under the condition of bus signal priority is developed by giving different weight to vehicles and buses. Then, a fourphase signal controlled intersection which has an exclusive bus lane is adopted to validate the optimal cycle length model and analyze the effects of different weight. The results show that the optimal cycle for buses and vehicles is not equal. And the weighted optimal cycle length model can make a tradeoff between buses and vehicles. Finally, the appropriate online increment of cycle can further reduce the delay of buses and would not affect the nonpriority vehicles.

    Urban Road Traffic Condition Pattern Recognition Based on Support Vector Machine

    As an important part of the modern intelligent transportation system, urban transport condition recognition is the base of intelligent control, guidance and synergy system. This paper establishes a three-dimensional space with traffic volume, average speed and occupation ratio. It then classifies transportation condition patterns in terms of blocking flow, crowded flow, steady flow and unhindered flow based on wide literature review. Furthermore, this paper presents the algorithm with the MATALB LiBSVM toolbox. To process the data, this paper compares the classification result of different SVM kernel functions and thus realizes the transport condition pattern recognition via the support vector machine (SVM). The results reveal that the selected indexes effectively reflect the characteristics of the traffic conditions. The SVM kernel function can separate different patterns from traffic flows with high classification accuracy, and the data normalization has a significant influence on the result of classification.

    The Value of Statistical Life in Road Traffic Based on Logit Model

    The value of a statistical life (VOSL) in road traffic is an important index for economic evaluation on road safety programs. The VOSL model is established based on the binary Logit model. Then the routechoice questionnaire is designed based on the stated choice method (SCM) and the orthogonal experiment method. The survey is implemented regarding Dalian private drivers as respondents. Finally, the model is estimated based on the SCM data by Gauss. The result indicates that the VOSL in road traffic for Dalian private drivers is about 360,000 RMB, and the model has a high accuracy. Moreover, the VOSL in road traffic is significantly influenced by four individual characteristics such as one’s monthly income, traffic experience, car insurance and education background.

    Assembling Model and Algorithm of Railway Passengers Distribution

    Computer simulation technology is applied to acquire and process passenger flow distribution and assembling. It also provides reference for layout of station facilities and complication of station operation and management plan. On the basis of the investigations on Beijing South Station and analysis of the rule of arrival passenger in the waiting room, the distribution density function is proposed and the passengers arrival simulation model is developed. Then, the paper presents the passenger regularity arrival algorithm for simulating the arrival waiting process of passengers. The passenger flow simulation system is designed and the assembling calculation method is presented with simulation. According to the time and space distribution characteristics of passenger flow at Beijing South Station, the simulation experiment is conducted to observe the passenger flow dynamic distribution based on the train schedules. The rationality and effectiveness of the proposed model is thus verified.

    Speed Distribution Characteristics and Speed Limits of Freeway Work Zones

    This paper analyzes the speed distribution of each main component on four kinds of freeway work zones: the closed oneway running lane work zone, the closed oneway passing lane work zone, the closed oneway lanes work zone and the closed oneway transition region work zone. It determines the average speed, the 85th speed, the speed difference of each component, the speed difference between oversize and light vehicles and the over speed vehicles’ percentage related to limited speed values. Then, some statistical conclusions are drawn: the standard deviation of vehicles’ speed distribution is gradually decreased throughout upstream normal area, warning area (or transition area) and activity area of work zones; the speed difference between oversize and light vehicles also decreases obviously. In the last section, the paper proposes speed control principles and limited speed values of each component on freeway work zones considering the characteristic of speed statistical distribution.

    Emission Based Optimization Algorithm for Ramp Metering

    Ramp metering is an effective way to alleviate freeway congestion. It also makes some contributions to increase traffic flow, improve operational efficiency, and reduce traffic accidents, etc. With the rapid growth of the national economy, the public concerns more on the increasing environmental pollution. The study on ramp control considering emissions reduction is an important issue related to people’s livelihood. The algorithm in the paper considers some emissions factor. It occupies two objectives, the primary is to minimize total vehicle travel time, and the other is to reduce ramp emission as much as possible. The PARAMICS simulation program is used to evaluate its performance comparing with the ALINEA and no metering condition, and the CMEM traffic emission model is used to calculate the result. Analysis shows that the new ramp metering algorithm is effective in reducing the total vehicle travel time, as well as significantly reducing onramp emissions and queues than the ALINEA strategy. Especially, on the large uphill gradient condition, new algorithm could reduce much more total emission.

    Accurate measurement of the contributions of the port to regional economy is the key to determine port’s central position in the city. Considering some uncertain factors in port investment, the paper proposes a computable and improved model on port economic contribution. In which, the economic contribution of port and the problem of multiyear time lag investment are involved and the investment coefficient is introduced relating to market economy of port. This paper takes Shanghai port as an example to dynamically estimate the economic contribution of rolling. The result shows that the proposed model is practicable and effective.

    A Two phase Decisionmaking Approach for Emergency Blood Transferring Problem in Public Emergencies

    Considering the physiological and emergency supply characteristics of blood, as well as multitype blood and multimodal transportation mode, a combined optimization model for emergency service facility selection and transportation routing problem in emergency blood supply is developed based on a twophase decisionmaking approach. The aim is to minimize the last arrival time, maximize the lowest average freshness when received, and minimize the total transportation cost of emergency blood. A hybrid genetictabu algorithm with local neighborhood search is also proposed. The model and algorithm are verified by a numerical example based on the emergency blood supply process in ‘5.12’ Wenchuan earthquake in China. The results show that the advantage of twophase decisionmaking approach is confirmed on the indexes such as the last arrival time, the average freshness, the total transportation cost and the overstock of blood.

    Optimizing Highway Transportation Path by Chaos Genetic Algorithm

    Highway transportation path problem has been proven to be a nondeterministic polynomial complete problem with high research value. It involves some unconnected graph constraints that make the solving process become more complex. In view of the defects of premature convergence and slow convergence of the traditional genetic algorithm, this paper makes the generation of initial population, crossover, mutation and search operation to design a chaos genetic algorithm. The algorithm adopts the chromosome encoding scheme based on sequence of city that highway vehicle passed through. It combines the stochastic method and greedy method to produce the initial populations in order to contain the optimal value, avoid infeasible chromosomes and improve the subsequently genetic efficiency. Then, precedence preservation crossover and shift change mutation operations are operated. Meanwhile, the local neighborhood search and chaos search are successively introduced to accelerate the convergence. Furthermore, the criterion is given to verify whether the optimal solution meets unconnected graph constraints or not. Finally, the computation results prove the effectiveness of the proposed method. The method can generate the optimal solution with less range of offspring population and better convergence.

    Hierarchical Path Planning Method Based on Taxi Driver Experiences

    The route choice behaviors of taxi drivers are usually representative because they are more familiar with urban road status. This makes it possible to use the taxi drivers experience to support the path planning. To make the guidance result meet the drivers expectations well, this study presents a hierarchical path planning method using the taxi driver experiences. The method consists of three steps: first, routes are recovered from the taxi trajectories; second, all roads are redefined and categorized according to the track data and the road network is classified into different experience grades using travel frequency for road segments; third, with the Dijkstra algorithm, a hierarchical path planning method is proposed. Finally, taking Guangzhou city as an example, this paper compares the paths generated by the proposed approach with the conventional algorithms results. The experimental result shows that travel time of the paths planned by the proposed method has been effectively reduced.

    Space PBased Empirical Research on Public Transport Complex Networks in 330 Cities of China

    The current empirical studies on public transport network of the cities in China are still limited to several large cities such as Beijing, Shanghai and Guangzhou. And the researches on whether the common topologies of public transport network for cities in different scales do not rely on some extend factors such as population, society or economic, and the researches on the evolutionary mechanisms of public transport network are still limited. This paper studies the public transport networks of 330 cities in China based on the space P concept. Statistical results show that the degree distribution of all networks can be described by an exponential function. It reveals that the evolution mechanism of public transport network is randomly connected instead of preferential attached. All the networks show typical smallworld behaviors which characterized by larger clustering coefficient and smaller average shortest path. A transition between the dissortative small networks N<1000 and assortative large networks N>1000 is observed. Average clustering coefficient of nodes with degree K decreases with K as a power law, shows that city bus transfer networks are well characterized by hierarchical modularity. The results of this study may provide guidance and reference for researches on evolution mechanism of urban public transport systems and transport network evolution modeling.

    Car Purchase Quantity Control of Beijing Based on Game Theory

    Though car purchasing seems as one of the personal willingness and urban residents have the rights to own and drive the cars. However, the increasing cars in city have extensive effects on public resources such as road capacity and environment protection, etc. Therefore, the car purchasing issue actually include the car support system as a whole instead of car purchasing itself. Based on the influences of car growth rate and scale on road traffic and pollution, this paper analyzes the reasons of car increase without control measures using the game theory. Then, the coresponding results is also estimated such as the public interest may be impaired with over loaded capacity in a city by the tragedy of the commons theory. The case study is also given to illustrate the scientific nature rationality of restrain car purchase in Beijing. Finally, some validity of restrain measures are suggested through statistics within 100 days after the car restrain measures were implemented.

    Impaction Analysis of Motorcycle Forbidden Policy’s upon Resident’s Traveling Time Cost

    To scientifically evaluate the impact of motorcycle forbidden policy on resident travel time cost, this paper takes Guangzhou as a case for research. The Guangzhou resident travel characteristics and parameters are analyzed through the traffic survey data of Guangzhou. Then the methods of willing investigation and historical trend analysis are used to determine the inhabitant mode share in two hypothetical cases:wtether the motorcycle forbidden policy is implemented or not. The comparative analysis model is developed considering several factors such as traveling purpose, traveling time, resident income and other factors. The results shows that the motorcycle forbidden policy will increases the overall resident travel time cost by 3.01%, among which, the cost of restricted groups increases by 53.47%.
