关于通道规划及京沪通道资源优化配置的思考

摘要: 京沪通道是我国东部地区最重要的运输大动脉,目前该通道建设中最突出的问题一是新建铁路的功能定位以及相关线路、车站的选线选址缺少必要的科学论证,二是过多平行铁路急于同时开工。从资源优化配置角度看,新建避城铁路以开行货车为主,而既有穿城铁路以开行客车为主,并保留市中心客站应该是较好的选择。通道规划对于运输网络与通道资源配置整体效率的提高具有重要意义,应该分层次进行规划并建立合理体制作保证。有必要通过“触发机制”的设计,使交通项目在综合规划体制统领下,依次经过必要阶段的认定、激活和触发程序才能够付诸实施。

Abstract: Jinghu Corridor is the most important transportation aorta in east China. Two outstanding problems exist in the construction of Jinghu corridor. The one is lack of necessary scientific verification on the function orientation of new railroad, as well as route and site selection of related railroads and stations. The other is to start working of several parallel railroads at the same time. From the perspective of resource optimal allocation, the new railroads that are far away from cities should be service mainly for railroad freight transportation, while the existing railroads that are through cities should be for railroad passenger cars and the railroad passenger stations in cities should be reserved, which is the better choice. Corridor planning is vital to increasing the whole efficiency of transportation network and corridor resource allocation. So it is necessary to plan according to hierarchy and set up rational system. In this paper, “trigger mechanism” is designed to make sure that under the integrated planning system, transportation projects could not be put in practice unless they pass through the essential phrases of cognizance, activation and trigger program.
