摘要: 在所提出的非常态事件概念的基础上,分析了非常态事件对城市交通的影响,包括交通需求、交通行为和路网可靠性等方面,提出应加强非常态交通信息的采集、交通流的诱导及控制,重视实时交通状态的判别以及路网交通流的预测,通过构建城市交通应急管理系统的结构框架并分析其功能流程,指出了建立城市交通应急管理机制的重要性,最后,从理论上和技术上分别探讨了在非常态事件发生的情况下,城市交通管理部门应采用何种策略科学地应对。事实表明,研究非常态事件对城市交通的影响并提高应对非常态事件的能力、降低事后损失,对保障城市安全和社会稳定具有重要意义。

Abstract: On the basis of the concept of emergency accidents, this paper analyses the impacts caused by the emergency accidents on urban traffic, which includes transportation demand, travel behavior and the reliability of road network. Aiming at the occurrence of the emergency accidents, the author puts forward the suggestion that the traffic information collection as well as traffic flow guidance and control should be strengthened. Moreover, the estimation of real-time traffic conditions and the forecasting of road network traffic flow are very important. Based on the construction of Urban Traffic Emergency Management System (UTEMS) and the analyses of its function flow, it is significant to establish an urban traffic emergency management mechanism. In the end, the paper illustrates the kind of strategy that the urban traffic management department should adopt scientifically under the influence of the emergency accidents both from theoretical and technical views. It has also shown that research on unban traffic under the influence of the emergency accidents, which improves the capability of disposing emergency accidents as well as reducing the effect of post-accidents, is essential for protecting city safety and society stability.
