Abstract: Death and injuries as a result of road accidents is a recognized global problem and authorities are aware of the eonsequenees this global phenomenon might lead to．Intersections are points of highway traffic crashes．So the study of Highway intersection safety diagnosis and improvement method is very important to low death and injuries，as wel as improving the whole highway system trafic safety．It is a proactive and un-direct crashes tool to judge the possibility the crashes based on a series of survey，and implement the most appropriate counter-measure to improve traffic safety．This method is a practical，afordable，beneficial，and simple tool in aiding administrator to improve intersection safety and implement appropriate improvement．

摘要： 交通事故造成的伤亡是全球共同关注的问题．而公路平面交叉路口则是公路交通事故的集中发生地．因此，研究公路平面交叉口的安全诊断改善技术对于提高整个公路系统的交通安全，降低交通事故率和死亡率具有重要的意义．主要从公路平面交叉口现有的状况出发，从工程的角度，采用非事故分析，通过现场调查来判断产生交通事故发生的可能原因，并根据实践经验和理论分析来提高交通安全的一种预防性方法。即通过一个具有实践意义、可行、有效的、简单工具辅助管理部门改善交叉口安全、实施合理的改善计划．
