    Transportation is one of the key pmjects during the eleventh five-year development plan of China.The theme of“2006 China Advanced Transport forum”is pushing the tenth five-year plan and establishing new public transportation network.At the meeting,from the po int of relationship between transportation and economy,transportation and science and technology ,transportation and enterprise,we summarized the great achievements that we have got during the tenth five-year plan,analyzed the problems that exist in our transpo rtation system and deeply discuss the ways and measures to solve such problems.Meanwhile,we have also made further research and discus-sion on how to push the healthy and steady transportation during the eleventh five-year development plan from different point of view.

    In order to guide traffic flow efectively,this paper firstly divided the process of identifying traffic signs and operating vehicle into seven po ints and six phases from the viewpoint of driving psychology.And by analyzing the existing setting conditions of traffic sign pointed,the basis of setting traffic sign is got.Then the process of changing lanes from the outer second one to the outer first one on urban expressway is an alyzed in detail.On the basis of it and by means of probability analysis,the theoretical model of operating distance when vehicles merging from the second lane to the first one is obtained,and then theoretical distance model of traliqc sign to the beginning po int of off-ramp is also acquired Lastly the distance oftraffic sign to the beginning po int of off-ramp belonging to diferent design ing velocity was calculated out.

    The sampling method for pavement roughness evaluation has significant practical implications because the exhaustive review method in use for Nation Highway System (NHS)is too costly.Though stratified random sampling method is adopted for the arterial and collector functional systems there is a good potential to improve it.In this paper,we build a general framework for pavement roughness evaluation by improving the sampling method with fundamental assumptions about the distribution of pavement roughness,based on which we define the random variable for the overall pavement condition.After briefly introducing a simple random sampling and a stratified random sampling method,we analytically show that the latter can provide an estimate of the comprehensive roughness profile over the network with a smaller deviation.We further discuss the impact of a good stratification on an accurate estimation.Analytically we show that there exists a unique optimal stratification method applied to the transportation network.Based on the analytical result,we propose an improved stratification method.

    By adopting fault tree analysis.the transmitting of fault in a communication network of C3I system was analyzed detailedly,and the components’ important grades were calculated in this paper Based on the above and combined with the character of a communication network of C3I system.an on-line PR1 polling and monitoring scheme guided by Trap messages was proposed.At last,the scheme was implemented on a campus network by using C ++ languge.Experimental results show that the scheme can decrease the utilance of network resource and increase the performance of network on a certain extent.

    Based on the principle of system engineering and the method of system dynamics,this paper divides the big highway overloading transportation system into three subsystems,such as overloading transportation, over1oading management and economy.Total consequence charts and main positive and negative feedbacks of harmonious development between overloading management subsystem and economy subsystem are constructed. Taking Anhui province as the object,this paper sets up a model flow chart of the three subsystems by using STELLA software.It also presents related parameter instruction and does model simulation research. It accomplished policy analysis of investment proportion in overloading management in Anhui province in future 30 years and achieved the best investment proportion.

    On the basis of intuifionlsfic description of the multi-depot vehicle scheduling problem,many mathematic models of the problem is built in this paper.The solving tactics of dividing a multi-depot vehicle scheduling problem into several single-depot vehicle scheduling problems by using the minimum distance distribution method is presented.The algorithm for the multi-depot vehicle scheduling problem is designed based on the taboo search algorithm for single-depot vehicle scheduling problem .The computational results demonstrates that the high quality solutions to the multi-depot vehicle scheduling problem can be obtained by using the new algorithm and the algorithm is also efficient and robust.

    Although many thoughts about vehicle routing problem bases on genetic algorithm ,there is still large space for its improvement.Faced to concrete routing problem,time and routs are both restricted and required and researches in this field are not enough.This paper,based on traditional genetic algorithm,added time restriction algorithm to guarantee the algorithm is achieved in real time.It improved the initial population in view of client distribution position,raised variation rate,reduced low eficiency calculation and improved optimistic speed greatly.It also provided strong support to multi-clients genetic computing.The eficiency of this algorithm was proved by the results of computer simulation and practical operation by logistic companies.

    Economic Spread Model of Central City to Satellite City Based on Traffic Passages

    This paper analyzed the similarity between economic spread and heat conduction from central city to satellite city.It introduced the conception of economic spread flux,and established the economic spread model of central city to satellite city based on traffic passages by referring to the Fourer Role.Th e model indicates that the economic spread flux of central city to satellite city is in proportion to the capacity of traffic passages and industrial gradient between them .It is put forward that the planning of satelite city should according to economic spread flux .The towns with greater flux of economic spread should be the satellite cities of central city and the towns with smaller flux of economic spread but with higher industrial gradient can be developed into a satellite city by developing transpo rtation.The model is proved to be reasonable and practical by the example.

    Adopting occupancy information directly but not density information will be much helpful to practical application of trafic management.In accordance with three classical trafic flow parameter models based on density,three kinds of occupancy-speed models an d occupancy-flow models are deduced in this paper.It makes the trafic flow models more meaningful by taking the constraint conditions into account.The constraint conditions of the param eter of occupancy-based trafic flow model are given and the objective function,evaluation index and optimization methods of these models flxe discussed in detail.The optimistic results show the mode1.constraint conditions and optimization method mentioned in this paper are efective.

    Based on the result of exponential stability of a class of large-scale systems with variable delays,this paper presents an estimating strategy on the exponential convergence rate of the class of large-scale systems.By this estimating method,the exponential convergence rate is estimated,and the estimating inequality of the exponential convergence rate of the class of large-scale systems with variable delays is obtained.The estimating strategy is based on the properties of M-matrix and the test matrix which is constructed by employing the coeficient matrices of the large-scale systems and the solutions of the Lyapunov equations interconnected with the large-scale systems. Since the method is independent of the delays and simplifies the calculation,it is easy to apply in practice.
